Book excerpt: Why do some parties coordinate their electoral strategies as part of a pre-electoral coalition, while others choose to compete independently at election time? Scholars have long ignored pre-electoral coalitions in favor of focusing on the government coalitions that form after parliamentary elections. Yet electoral coalitions are common, they affect electoral outcomes, and they have important implications for democratic policy-making itself. The Logic of Pre-Electoral Coalition Formation by Sona Nadenichek Golder includes a combination of methodological approaches (game theoretic, statistical, and historical) to explain why pre-electoral coalitions form in some instances but not in others. The results indicate that pre-electoral coalitions are more likely to form between ideologically compatible parties. They are also more likely to form when the expected coalition size is large (but not too large) and when the potential coalition partners are similar in size. Ideologically polarized party systems and disproportional electoral rules in combination also increase the likelihood of electoral coalition formation. Golder links the analysis of pre-electoral coalition formation to the larger government coalition literature by showing that pre-electoral agreements increase (a) the likelihood that a party will enter government, (b) the ideological compatibility of governments, and (c) the speed with which governments take office. In addition, pre-electoral coalitions provide an opportunity for combining the best elements of the majoritarian vision of democracy with the best elements of the proportional vision of democracy.

Traditionally, the study of coalition politics has been focused on Western Europe. Coalition governance in Central Eastern Europe brings the study of the full coalition life-cycle to a region that has undergone tremendous political transformation, but which has not been studied from this perspective. The volume covers Bulgaria, Estonia, the Czech Republic, Latvia, Lithuania, Hungary, Poland, Romania, Slovakia, and Slovenia. It provides information and analyses of the coalition life-cycle, from pre-electoral alliances to coalition formation and portfolio distribution, governing in coalitions, the stages that eventually lead to government termination, and the electoral performance of coalition parties. In Central Eastern Europe, few single-party cabinets form and there have been only a few early elections. The evidence provided shows that coalition partners in the region write formal agreements (coalition agreements) to an extent that is similar to the patterns that we find in Western Europe, but also that they adhere less closely to these contracts. While the research on Western Europe tends to stress that coalition partners emphasize coalition compromise and mutual supervision, there is more evidence of 'ministerial government' by individual ministers and their parties. There are also some systems where coalition governance is heavily dominated by the prime minister. No previous study has covered the full coalition life-cycle in all of the ten countries with as much detail. Systematic information is presented in 10 figures and in more than one hundred tables. Denmark, Finland, Iceland, Norway, and Sweden have traditionally been strongholds of parliamentary democracy. In recent years, however, critics have suggested that new challenges such as weakened popular attachment, the advent of cartel parties, the judicialization of politics, and European integration have threatened the institutions of parliamentary democracy in the Nordic region. This volume examines these claims and their implications. The authors find that the Nordic states have moved away from their previous resemblance to a Westminster model toward a form of parliamentary democracy with more separation-of-powers features—a Madisonian model. These features are evident both in vertical power relations (e.g., relations with the European Union) and horizontal ones (e.g., increasingly independent courts and central banks). Yet these developments are far from uniform and demonstrate that there may be different responses to the political challenges faced by contemporary Western democracies.

The combined share of the vote gained by the two major parties fell below 70 per cent, eliminating the option of a coalition between one of the two major parties (Christian Democrats and Social Democrats) with one of the smaller parties – the traditional pattern of government that had dominated German post-war politics since the late 1950s. The election resulted in the first national ‘Grand Coalition’ of the two major parties since 1969. While some have seen this government, elected in November 2005 and headed by the Christian Democrat Angela Merkel, as the symptom of a crisis of the traditional post-war German party system, others have highlighted the opportunities it opens up for constitutional and policy reform as Merkel’s ‘Grand Coalition’ controls an overwhelming majority of the votes in both houses of the German legislature. The German Election of 2005 analyses the road to the 2005 election and provide in-depth studies of the campaign and candidates, of voting behaviour and immediate consequences of the election, with contributions from leading experts from Germany, the United Kingdom and the United States. The findings are informed by theoretical and empirical work in the comparative study of parties and elections offering a nuanced, empirically rich picture of continuity and change in German electoral politics.
