Book excerpt: Paradoxically, many governments that persistently violate human rights have also ratified international human rights treaties that empower their citizens to file grievances against them at the United Nations. Therefore, citizens in rights-repressing regimes find themselves with the potentially invaluable opportunity to challenge their government’s abuses. Why would rights-violating governments ratify these treaties and thus afford their citizens this right? Can the mechanisms provided in these treaties actually help promote positive changes in human rights? Insincere Commitments uses both quantitative and qualitative analysis to examine the factors contributing to commitment and compliance among post-Soviet states such as Slovakia, Hungary, Kyrgyzstan, and Tajikistan. Heather Smith-Cannoy argues that governments ratify these treaties insincerely in response to domestic economic pressures. Signing the treaties is a way to at least temporarily keep critics of their human rights record at bay while they secure international economic assistance or more favorable trade terms. However, she finds that through the specific protocols in the treaties that grant individuals the right to petition the UN, even the most insincere state commitments to human rights can give previously powerless individuals—and the nongovernmental and intergovernmental organizations that partner with them—an important opportunity that they would otherwise not have to challenge patterns of government repression on the global stage. This insightful book will be of interest to human rights scholars, students, and practitioners, as well as anyone interested in the UN, international relations, treaties, and governance.

It dealt with a highly sensitive issue, the position and role of women in society and in the political decision-making process. The vast number of extensive reservations to the Convention bear witness to the fact that this is possibly one of the most contentious topics at the international level. Few other core universal human rights conventions have attracted a comparable number of reservations. This unique Guide is an attempt to create a picture of the legal--political background to the Convention. Its basic layout follows the style of a classical commentary with annotations to the individual provisions. These annotations draw on documentary sources from the years of preparatory discussions and negotiations (the travaux préparatoires). It primarily covers the genesis of the Convention, i.e. the drafting and negotiating process up to its adoption in 1979. To enhance the Guide's usefulness, a number of more recent documents have been incorporated, for example, the General Recommendations issued by the Committee on Elimination of Discrimination against Women have been reproduced and references to relevant recommendations have been inserted in the annotations to each provision in question. In addition to this, a number of other documents relative to the interpretation of the Convention have been reproduced in Part III, including lists of ratifications of and reservations to the Convention. Book excerpt: This book examines the factors that facilitate the inclusion of women on high courts, while recognizing that many courts have a long way to go before reaching gender parity. Why did women start appearing on high courts when they did? Where have women made the most significant strides? To address these questions, the authors built the first cross-national and longitudinal dataset on the appointment of women and men to high courts. In addition, they provide five in-depth country case studies us to unpack the selection of justices to high courts in Canada, Colombia, Ireland, South Africa, and the United States. The cross-national lens and combination of quantitative analyses and detailed country studies examines multiple influences across region and time. Focusing on three sets of explanations —pipelines to high courts, domestic institutions, and international influences- analyses reveal that women are more likely to first appear on their country's high court when traditional ideas about who can and should be a judge erode. In some countries, international treaties, regional emulation, and women's international NGOs play a role in disseminating and linking global norms of gender equality in decision-making. Importantly, while informal institutions and reliance on men-dominated networks can limit access, women are making substantial strides in their countries' highest courts where the supply grows, and often where selectors have incentives to select women. Further, sustained pressure from advocacy organizations-at the local, national, and global levels-contributes to some gains. Both are under the thumbs of heavy-handed, postcolonial regimes, and are known by human rights organizations as being among the worst places in the world with regard to oppression and lack of civil liberties. Yet the resistance movement in one is dominated by women, the other by men. In this innovative work, Joanna Allan demonstrates why we should foreground gender as key for understanding both authoritarian power projection and resistance. She brings an ethnographic component to a subject that has often been looked at through the lens of literary studies to examine how concerns for equality and women’s rights can be co-opted for authoritarian projects. She reveals how Moroccan and Equatoguinean regimes, in partnership with Western states and corporations, conjure a mirage of promoting equality while simultaneously undermining women’s rights in a bid to cash in on oil, minerals, and other natural resources. This genderwashing, along with historical local, indigenous, and colonially imposed gender norms mixed with Western misconceptions about African and Arab gender roles, plays an integral role in determining the shape and composition of public resistance to authoritarian regimes.
