Book Synopsis Navy Force Structure and Shipbuilding Plans by : Ronald O'Rourke
Download or read book Navy Force Structure and Shipbuilding Plans written by Ronald O'Rourke and published by . This book was released on 2020-11-14 with total page 145 pages. Available in PDF, EPUB and Kindle. Book excerpt: Updated 12/10/2020: In December 2016, the Navy released a force-structure goal that callsfor achieving and maintaining a fleet of 355 ships of certain types and numbers. The 355-shipgoal was made U.S. policy by Section 1025 of the FY2018 National Defense AuthorizationAct (H.R. 2810/P.L. 115- 91 of December 12, 2017). The Navy and the Department of Defense(DOD) have been working since 2019 to develop a successor for the 355-ship force-level goal. The new goal is expected to introduce a new, more distributed fleet architecture featuring asmaller proportion of larger ships, a larger proportion of smaller ships, and a new third tier oflarge unmanned vehicles (UVs). On December 9, 2020, the Trump Administration released a document that can beviewed as its vision for future Navy force structure and/or a draft version of the FY202230-year Navy shipbuilding plan. The document presents a Navy force-level goal that callsfor achieving by 2045 a Navy with a more distributed fleet architecture, 382 to 446 mannedships, and 143 to 242 large UVs. The Administration that takes office on January 20, 2021,is required by law to release the FY2022 30-year Navy shipbuilding plan in connection withDOD's proposed FY2022 budget, which will be submitted to Congress in 2021. In preparingthe FY2022 30-year shipbuilding plan, the Administration that takes office on January 20,2021, may choose to adopt, revise, or set aside the document that was released on December9, 2020. The Navy states that its original FY2021 budget submission requests the procurement ofeight new ships, but this figure includes LPD-31, an LPD-17 Flight II amphibious ship thatCongress procured (i.e., authorized and appropriated procurement funding for) in FY2020.Excluding this ship, the Navy's original FY2021 budget submission requests the procurementof seven new ships rather than eight. In late November 2020, the Trump Administrationreportedly decided to request the procurement of a second Virginia-class attack submarinein FY2021. CRS as of December 10, 2020, had not received any documentation from theAdministration detailing the exact changes to the Virginia-class program funding linesthat would result from this reported change. Pending the delivery of that information fromthe administration, this CRS report continues to use the Navy's original FY2021 budgetsubmission in its tables and narrative discussions.

Book Synopsis Helium by : Wheeler M. "Bo" Sears, Jr.
Download or read book Helium written by Wheeler M. "Bo" Sears, Jr. and published by Springer. This book was released on 2015-02-19 with total page 149 pages. Available in PDF, EPUB and Kindle. Book excerpt: The subject of the book is helium, the element, and its use in myriad applications including MRI machines, particle accelerators, space telescopes, and of course balloons and blimps. It was at the birth of our Universe, or the Big Bang, where the majority of cosmic helium was created; and stellar helium production continues. Although helium is the second most abundant element in the Universe, it is actually quite rare here on Earth and only exists because of radioactive elements deep within the Earth. This book includes a detailed history of the discovery of helium, of the commercial industry built around it, how the helium we actually encounter is produced within the Earth, and the state of the helium industry today. The gas that most people associate with birthday party balloons is running out. “Who cares?” you might ask. Well, without helium, MRI machines could not function, rockets could not go into space, particle accelerators such as those used by CERN could not operate, fiber optic cables would not exist, and semiconductor chips could not be made...the list goes on and on.
Book Synopsis Causal Analysis in Population Studies by : Henriette Engelhardt
Download or read book Causal Analysis in Population Studies written by Henriette Engelhardt and published by Springer Science & Business Media. This book was released on 2009-05-05 with total page 253 pages. Available in PDF, EPUB and Kindle. Book excerpt: The central aim of many studies in population research and demography is to explain cause-effect relationships among variables or events. For decades, population scientists have concentrated their efforts on estimating the ‘causes of effects’ by applying standard cross-sectional and dynamic regression techniques, with regression coefficients routinely being understood as estimates of causal effects. The standard approach to infer the ‘effects of causes’ in natural sciences and in psychology is to conduct randomized experiments. In population studies, experimental designs are generally infeasible. In population studies, most research is based on non-experimental designs (observational or survey designs) and rarely on quasi experiments or natural experiments. Using non-experimental designs to infer causal relationships—i.e. relationships that can ultimately inform policies or interventions—is a complex undertaking. Specifically, treatment effects can be inferred from non-experimental data with a counterfactual approach. In this counterfactual perspective, causal effects are defined as the difference between the potential outcome irrespective of whether or not an individual had received a certain treatment (or experienced a certain cause). The counterfactual approach to estimate effects of causes from quasi-experimental data or from observational studies was first proposed by Rubin in 1974 and further developed by James Heckman and others. This book presents both theoretical contributions and empirical applications of the counterfactual approach to causal inference.
Book Synopsis Navy Columbia (SSBN-826) Class Ballistic Missile Submarine Program by : Ronald O'Rourke
Download or read book Navy Columbia (SSBN-826) Class Ballistic Missile Submarine Program written by Ronald O'Rourke and published by . This book was released on 2019-10-21 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Columbia (SSBN-826) class program is a program to design and build a class of 12 new ballistic missile submarines (SSBNs) to replace the Navy's current force of 14 aging Ohio-class SSBNs. The Navy has identified the Columbia-class program as the Navy's top priority program. The Navy wants to procure the first Columbia-class boat in FY2021. Research and development work on the program has been underway for several years, and advance procurement (AP) funding for the program began in FY2017. The Navy's proposed FY2020 budget requests $1,698.9 million in advance procurement (AP) funding and $533.1 million in research and development funding for the program. The Navy's FY2020 budget submission estimates the total procurement cost of the 12-ship class at $109.0 billion in then-year dollars. An April 2018 Government Accountability Office (GAO) report assessing selected major DOD weapon acquisition programs stated that the estimated total acquisition cost of the Columbia-class program is $102,075.3 million (about $102.1 billion) in constant FY2018 dollars, including $12,901.0 million (about $12.9 billion) in research and development costs and $89,174.3 million (about $89.2 billion) in procurement costs.
