L'observation est menée par le maître d'oeuvre secondé, si possible, par des laboratoires spécialisés qui prélèvent et analysent des échantillons. La quantification s'appuie sur des appareils de mesure (jauges, capteurs) et sur la modélisation des structures (visant, notamment, à une évaluation des capacités porteuses). Les actions font appel à des disciplines scientifiques variées (chimie, résistance des matériaux, géotechnique...) et doivent tenir compte des innovations constantes dans ces domaines.
