The Commission adopted 17 binding recommendations and four resolutions related to fisheries management and conservation, aquaculture and compliance. Moreover, the Commission adopted the revised GFCM Rules of Procedure and approved the proposal for the appointment of the new GFCM Executive Secretary. Finally, the Commission adopted its programme of work for the next intersession and approved its autonomous budget for 2023, 2024 and 2025, as well as a number of strategic actions to be funded through extrabudgetary resources. The Commission also endorsed the new Bureau of the Committee on Administration and Finance and extended the mandate of the Bureau of the Scientific Advisory Committee on Aquaculture until 2024.

Book excerpt: There can be little doubt that, to use the parlance of the advertising world, the elasmobranch fishes have a "high profile image" in today's world. To most mem bers of the general public they are seen as terrors of the deep, perfect aquatic predators, and the stars (or more acurately, the villains) of major Hollywood movie films and innumerable television nature programmes. Such an image belies the fact that the vast majority of elasmobranch species feed on invertebrates and that, for man, the threat from shark attack is infinitesimal compared with even being struck by lightning! Similarly, there can be few biologists who have not carried out the classic vertebrate dissection of the dogfish at some stage early in the formative years of their scientific education. Yet elasmobranch species make up only a small proportion, perhaps little more than I %, of all vertebrates, and there are probably nearly 50 times as many teleost species as there are elasmobranchs. It is also curious that, as subjects for modern research, elasmobranchs seem to be chosen sometimes for their unique physiological characteristics and at other times because they represent excellent model systems for the study of some general process. Equally, it is for both these, seemingly contradictory, reasons that this book was proposed.

A review of the history of shark fisheries demonstrates that intensive shark fisheries are not sustainable. Numerous problems are encountered in assessing shark populations: a general lack of biological and fishery data, lack of suitable models, and lack of validated age estimates. Sharks have an unusual combination of biological characteristics: slow growth and delayed maturation, long reproductive cycles, low fecundity and long life spans. These characteristics make them vulnerable to overfishing. A preliminary evaluation of the status of shark species is made on the basis of historical data, the reproductive potential of each species, and the level of exploitation of the species. In this document, exploited shark species are classified numerically according to their vulnerability. The majority of these species are listed as Category 1, indicating that there are not sufficient data to assess the species. Available data indicate that sharks are very vulnerable and are threatened by overexploitation in many parts of the world.
