Book excerpt: This new text on the subject of conservation in the built environment provides a unique holistic view on the understanding of the practice of conservation connecting it with wider societal and political forces. UK practice is used as a means, along with international examples, for bringing together a real understanding of practice with a social science analysis of the issues. The author introduces ideas about the meanings and values attached to historic environments and how that translates into public policies of conservation.

This book was released on 2008 with total page 192 pages. Available in PDF, EPUB and Kindle. Book excerpt: In April 2008, the Department for Culture, Media and Sport (DCMS) published a Draft Heritage Bill and the Government has indicated that the Bill will be in next year's legislative programme. The Bill is designed to unify heritage protection regimes, allow greater public involvement in decisions, and place heritage at the heart of the planning system. The Committee has undertaken pre-legislative scrutiny of the bill but this was undermined by the incomplete nature of the legislation. The Committee also felt that the Government must prioritise the revision of Planning policy guidelines (PPGs) 15 & 16 to ensure that the new guidance on planning policy can be implemented at the same time as the Bill. Further serious issues of concern included the accuracy of current cost estimates & impact assessment and sufficient staffing with the necessary skills, in particular conservation officers. The Committee was also not convinced that Heritage Partnership Agreements (HPAs), a new system of management agreements for owners of large estates, were a robust business option. Nor could any evidence be found that either DCMS or English Heritage had considered any amendments to the legislation which would improve the operation or effectiveness of the enforcement powers for local authorities.

Book excerpt: It is a widely held belief that cities must change, or they will wither and die. One of the key problems of urbanization is how to cope with these changes while retaining the structures constructed and maintained by previous generations. Conservation and the City is a study of conservation and change throughout the built environment - city centres, suburbs and even tiny villages - and how the activites of conservation interact with the planning system. Using detailed case studies from Britain and the Westernized world, the author examines some of the key social, economic and psychological ideas which support conservation, as well as studying the urban landscape and the agents of change. Conservation and the City seeks to understand urban conservation, and in doing so presents possible solutions for managing change in the built environment of the future.

Book excerpt: IUCN's Protected Areas Management Categories, which classify protected areas according to their management objectives, are today accepted as the benchmark for defining, recording, and classifying protected areas. They are recognized by international bodies such as the United Nations as well as many national governments. As a result, they are increasingly being incorporated into government legislation. These guidelines provide as much clarity as possible regarding the meaning and application of the Categories. They describe the definition of the Categories and discuss application in particular biomes and management approaches.

The research process involved five main areas of work - a literature search, a review of all relevant policy guidance, interviews and written consultations, seminars for property professionals and nine detailed case studies.

Available in PDF, EPUB and Kindle. Book excerpt: Did the 1980s and 1990s see the death of planning? Exposing the myth that has grown up around Thatcherism, leading experts from a wide range of land-use policy areas examine the changes that were brought about in planning and the environment during the 1980s and 1990s, and argue that much less was achieved than expected. Urban Planning and the British New Right questions common assumptions about planning practices under Thatcherism, concluding that the complex relationship of power between central, local and national government requires a sensitivity to change that is inclusive rather than doctrinal. This is a book that says as much about the administration, institutions and processes of planning as it does about Mrs Thatcher's attempts to change it.

Book excerpt: Planning is not a technical and value free activity. Planning is an overt political system that creates both winners and losers. The Planning Polity is a book that considers the politics of development and decision-making, and political conflicts between agencies and institutions within British town and country planning. The focus of assessment is how British planning has been formulated since the early 1990s, and provides an in-depth and revealing assessment of both the Major and Blair governments' terms of office. The book will prove to be an invaluable guide to the British planning system today and the political demands on it. Students and activists within urban and regional studies, planning, political science and government, environmental studies, urban and rural geography, development, surveying and planning, will all find the book to be an essential companion to their work.

Available in PDF, EPUB and Kindle. Book excerpt: This book is the first ever written on English marine conservation regulation from a socio-legal perspective. The monograph presents an in-depth analysis of key aspects of Marine Protected Areas regulation in England, offering the reader access to an under-investigated field. Such regulatory mapping is complemented by an interdisciplinary treatment of the subject exploring the relationship between people and marine parks through central themes in environmental social sciences and regulatory theory, namely space, rationalisation, democracy and adaptation. Thus, the book is of interest to environmental lawyers and regulatory scholars but also to human geographers, environmental sociologists and political scientists. As the book provides critical reflections on current legal and regulatory structures, it contains valuable insights for policymakers and regulators. The book has a strong methodological basis drawing on in-depth desk-based research, complemented by primary qualitative research, conducted over a number of years.

Book excerpt: Properly managed Marine Conservation Zones will protect marine life the UK's coastal waters and ensure the fishing industry has a sustainable long- term future. The Government is currently letting the project flounder while sensitive environments are further degraded and the industry is subjected to further uncertainty. It has been over three years since the Marine and Coastal Access Act was passed, with cross-party consensus that Marine Conservation Zones were necessary and has widespread public support. Despite this, the designation process has been repeatedly delayed and Marine Conservation Zones have become increasingly controversial. 127 Marine Conservation Zones have been proposed, but Defra has consulted on only 31 of these, without setting out the zone selection process, when these would be implemented or exactly how they would be managed. The Committee welcomes the publication of the Marine Science Strategy and establishment of the Marine Science Coordination Committee. However, it notes concerns about the effectiveness of these measures and highlights the risk that changes to funding mechanisms could undermine support for long-term strategic marine science. It is also recognised that the Natural Environment Research Council is currently operating with inadequate resources, but it should consider the impact that restructuring its research funding has had on its support for strategic marine science. The Committee recommended there should be a duty on commercial operations to share the data they collect. It is concerning that funding for important long-term monitoring programmes remains opportunistic and piecemeal. Developments in technologies such as autonomous underwater vehicles could dramatically alter the way in which marine data is collected

Part Three deals with churches and their separate control system, and Part Four brings the story up to the present time. New issues such as sustainable conservation and the latest government policy are addressed in the conclusion. This book will aid current practice and help to inform future directions.
