Book excerpt: A challenge for the Arizona Department of Transportation (ADOT) will be to use a variety of practical, relevant congestion mitigation options in appropriate, collaborative and innovative ways to address current and future congestion problems. To meet this challenge, ADOT has undertaken the development of a comprehensive Congestion Mitigation Methodology for the implementation of a consistent and sustained approach to assess and manage the growing congestion problem on all elements of the state highway system. This effort has resulted in the development of practical strategies to solve Arizona's mobility and congestion problems. A significant step in the development of the Congestion Mitigation Methodology was building a consensus among traffic management stakeholders on effective definitions for congestion and for congestion management. Input on the definitions and state of the practice in congestion mitigation came from a national survey of Metropolitan Planning Organizations and State Departments of Transportation and from a statewide conference on congestion mitigation. The research project has produced recommendations for systematically quantifying congestion on Arizona's highways using a state-specific congestion index, and has also produced a database of available congestion mitigation strategies in Microsoft Access.

Book excerpt: Experimental composite pavements were constructed at MnROAD in Minnesota and the University of California Pavement Research Center at Davis, where the pavements were instrumented and monitored under climate and heavy traffic loadings. A composite pavement consisting of HMA over jointed plain concrete also was constructed in the field by the Illinois Tollway north of Chicago. At the Tollway, extensive field surveys were performed on 64 sections of the two types of composite pavements. This project also evaluated, improved, and further validated applicable structural, climatic, material, and performance prediction models, and design algorithms that are included in the AASHTO MEPDG and DARWin-ME, CalME, NCHRP 1-41 reflection cracking, NCHRP 9-30A rutting, and the Lattice bonding model. Book excerpt: This paper explores Arizona's ability to adopt the FHWA Corridor Safety Improvement Program (CSIP) model and adapt it to work within the institutional, jurisdictional, resource, and funding framework of Arizona. The results of the project indicate that: 1) ADOT is only one of several state agencies that have a hand in promoting and providing highway safety; 2) All agencies that endeavor to improve highway safety should collaborate and focus on high-risk corridors to effectively develop multi-objective action plans and implement the most appropriate countermeasures; 3) The identification of high risk spots and corridors can be greatly assisted using contemporary Geographic Information Systems (GIS) spatial analysis tools and the Accident Location Identification Surveillance System (ALISS) crash database; and 4) The ADOT photo log and Global Positioning System (GPS)-derived corridor centerline files add a unique level of comprehension of safety problems by showing signing/striping/guardrail conditions in plan and profile views overlain with the ALISS crash history and a link to a photo log image of the roadway.
