Book excerpt: Why Europe Intervenes in Africa analyses the underlying causes of all European decisions for and against military interventions in conflicts in African states since the late 1980s. It focuses on the main European actors who have deployed troops in Africa: France, the United Kingdom and the European Union. When conflict occurs in Africa, the response of European actors is generally inaction. This can be explained in several ways: the absence of strategic and economic interests, the unwillingness of European leaders to become involved in conflicts in former colonies of other European states, and sometimes the Eurocentric assumption that conflict in Africa is a normal event which does not require intervention. When European actors do decide to intervene, it is primarily for motives of security and prestige, and not primarily for economic or humanitarian reasons. The weight of past relations with Africa can also be a driver for European military intervention, but the impact of that past is changing. This book offers a theory of European intervention based mainly on realist and post-colonial approaches. It refutes the assumptions of liberals and constructivists who posit that states and organisations intervene primarily in order to respect the principle of the 'responsibility to protect'.

Kafr Yassif had a predominantly Christian population, and Julis was a predominantly Druze town. When a fight broke out between fans, the violence quickly escalated, leaving a teenager from each town dead. In the days that followed the game, a group from Julis retaliated with attacks on the residents of Kafr Yassif. Shihade experienced that soccer match and the ensuing violence firsthand, leaving him plagued by questions about why the Israeli authorities did not do more to stop the violence and what led to the conflict between these two neighboring Arab towns. Drawing on interviews, council archives, and media reports, Shihade explores the incident and subsequent attack on Kafr Yassif in the context of prevailing theories of ethnic and communal conflict. He also discusses the policies of the Israeli state toward its Arab citizens. Countering Orientalist emphases on Arab and Islamic cultures as inherently unruly and sectarian, Shihade challenges existing theories of communal violence, highlighting the significance of colonialism’s legacy, modernity, and state structures. In addition, he breaks new ground by documenting and analyzing the use of a traditional Arab conflict resolution method, sulha, which has received little sustained attention from scholars in the West. Shihade opens the toolkits of anthropology, history, political science, and studies of ethnic and communal conflict with the goals of exposing the impact of state policies on minority groups and encouraging humane remedial principles regarding states and society.

Book excerpt: In the seventeenth and eighteenth centuries northwestern Mexico was the scene of ongoing conflict among three distinct social groups—Indians, religious orders of priests, and settlers. Priests hoped to pacify Indians, who in turn resisted the missionary clergy. Settlers, who often encountered opposition from priests, sought to dominate Indians, take over their land, and, when convenient, exploit them as servants and laborers. Indians struggled to maintain control of their traditional lands and their cultures and persevere in their ancient enmities with competing peoples, with whom they were often at war. The missionaries faced conflicts within their own orders, between orders, and between the orders and secular clergy. Some settlers championed Indian rights against the clergy, while others viewed Indians as ongoing impediments to economic development and viewed the priests as obstructionists. In this study, Yetman, distinguished scholar of Sonoran history and culture, examines seven separate instances of such conflict, each of which reveals a different perspective on this complicated world. Based on extensive archival research, Yetman’s account shows how the settlers, due to their persistence in these conflicts, emerged triumphant, with the Jesuits disappearing from the scene and Indians pushed into the background.

The author argues that current approaches to countering insurgency rely too heavily on conflicts from the post-World War II years of waning colonialism. Campaigns conducted over half a century ago – Malaya, Aden, and Kenya among them – remain primary sources on which the United States, British, Australian, and other militaries build their guidance for dealing with insurgent threats, this though both the character of those threats and the conflict environment are significantly different than was the case in those earlier years. This book addresses the resulting inconsistencies by offering insights, analysis, and recommendations drawn from campaigns more applicable to counter-insurgency today. Eight post-colonial conflicts; to include Northern Ireland, Sierra Leone, Colombia and Iraq; provide the basis for analysis. All are examples in which counterinsurgents attained or continue to demonstrate considerable progress when taking on enterprises better known for disaster and disappointment. Recommendations resulting from these analyses challenge entrenched beliefs to serve as the impetus for essential change.
