Cameron G. Thies and Timothy M. Peterson argue that our understanding of trade has not kept pace with its changing nature in the 21st century; existing models, rooted in Ricardo's theories, regard trade uniformly as taking place between entities and countries that offer different commodities and operate according to the logic of comparative advantage. Though this type of exchange does take place, intra-industry trade—international trade of the same or similar commodities, in which foreign and domestic brands compete—is increasingly prevalent. The authors argue that our current academic and policymaking focus on the total volume of trade, rather than its composition, is misplaced. Trade composition matters, not just because it gives us a fuller understanding of how trade works, but also because intra-industry trade increases the likelihood of positive institutional relations and cooperation between states. To illustrate their point, the authors examine the effects that intra-industry trade has on Preferential Trade Agreement formation, its tendency to lessen World Trade Organization disputes and militarized conflict, and its ability to pave the way for new and fortified alliances.

Our study takes into consideration two overarching questions: “Will state or non-state actors be most dominant in the future world?” and “Will whoever becomes most dominant be more cooperative, or more conflictual?” Our approach to this ‘monitoring’ effort aspires to collate and curate a systematic empirical evidence base that allows all relevant stakeholders – analysts, military planners, policy-makers, but also interested companies, NGOs, citizens, etc. – to get a better grip on these fundamental international trends. With the advent of (open-source) event datasets, this has become more possible than ever. This year we updated our findings using data from three different sources and have uncovered a number of different trends. How can we leverage big data to inform policymakers on complex geopolitical trends in our new uncertain era? What are the world’s most cooperative countries? Where in the world can we find the highest concentrations of conflictual behavior? What is the Netherlands’ position in the ebb and flow of international communications? Section II immediately following is devoted to a number of issues involving conflict that have been treated in the theory of international trade. The discussion focuses on departures from the free trade optimum that is the center piece of the theory of comparative advantage and the gains from trade. Also considered are conflict situations stemming from departures from full employment and external balance that figure importantly in internation macroeconomic theory. In Section III I draw on one of my research specialties, which is the use of computational models to analye international economic relations and policies. In particular, I disucss the design and implementation of the Michigan Model of World Production and Trade, which is a multi-country and multi-sector general equilibrium model of the international trading system that my Michigan colleague, Alan V. Deardorff, and I have been working with since the mid-1970s. Four applications of the Michigan Model are discussed in order to illustrate how the model has been used to provide quantitative analysis of potentially conflictual and cooperative international economic actions and policies.
