Book excerpt: A civil conflict broke out in northern Mali in 2012, which is continuing to the present day. Very little is known about its impact on civilians. In this paper we show how to use birth history data to build long time series of mortality rates, and we use novel synthetic control methods to estimate the impact of the Malian civil conflict on child mortality. We find that conflict produced a significant increase in under-5 mortality, and that the impact was negligible on infant mortality but large on child mortality. We analyse trends of key mortality determinants, and conclude that a reduction in vaccination rates and in access to health care in childhood were the most likely mediators of impact. Northern Mali is today one of the poorest and most neglected areas of the world where humanitarian assistance is urgently needed.

It contributes to filling a gap in the literature on the welfare effects of mineral resources, which, until now, has concentrated more on the national or macroeconomic impacts. Economists have long been intrigued by the paradox that a rich endowment of natural resources may retard economic performance, particularly in the case of mineral-exporting developing countries. Studies of this phenomenon, known as the “resource curse,†? examine the economy-wide consequences of mineral exports.1 Africa’s resource boom has lifted growth, but has been less successful in improving people’s welfare. Yet much of the focus in academic and policy circles has been on appropriate management of the macro-fiscal and governance risks that have historically undermined development outcomes. This study focuses instead on the fortune of local communities where resources are located. It aims to better inform public policy and corporate behavior on the welfare of communities in Africa in which the extraction of resources takes place.

The new data—collected before the global onset of COVID-19—can act as a baseline to track its effects on health and education outcomes. The report highlights how better measurement is essential for policy makers to design effective interventions and target support. These three elements are imperative to all countries' development strategies, and are also fundamental to global efforts to achieve the twin goals, the MDGs, and the Sustainable Development Goals that will succeed the MDGs. Global Monitoring Report 2014/2015 was prepared in collaboration with regional development banks and other multilateral partners.
