In parts of East Asia it has long existed on a large scale and it is now becoming increasingly evident in other parts of Asia and in Africa, Europe and North America. Pupils commonly receive fee-free education in public schools and then at the end of the day and/or during week-ends and vacations supplementary tutoring in the same subjects on a fee-paying basis.Supplementary private tutoring can have positive dimensions. It helps students to cover the curriculum, provides a structured occupation for pupils outside school hours, and provides incomes for the tutors. However, tutoring may also have negative dimensions. If left to market forces, tutoring is likely to maintain and increase social inequalities, and it can create excessive pressure for young people who have inadequate time for non-academic activities. Especially problematic are situations in which school teachers provide extra tutoring in exchange for fees from their regular pupils.This book begins by surveying the scale, nature and implications of the shadow education system in a range of settings. It then identifies possible government responses to the phenomenon and encourages a proactive approach to designing appropriate policies.

Yet, historian Jay Winter suggests, alongside the “major utopians” who murdered millions in their attempts to transform the world were disparate groups of people trying in their own separate ways to imagine a radically better world. This original book focuses on some of the twentieth-century’s “minor utopias” whose stories, overshadowed by the horrors of the Holocaust and the Gulag, suggest that the future need not be as catastrophic as the past. Over the following decades, Kirkuk became the heart of Iraq's booming petroleum industry. City of Black Gold tells a story of oil, urbanization, and colonialism in Kirkuk--and how these factors shaped the identities of Kirkuk's citizens, forming the foundation of an ethnic conflict. Arbella Bet-Shlimon reconstructs the twentieth-century history of Kirkuk to question the assumptions about the past underpinning today's ethnic divisions. In the early 1920s, when the Iraqi state was formed under British administration, group identities in Kirkuk were fluid. But as the oil industry fostered colonial power and Baghdad's influence over Kirkuk, intercommunal violence and competing claims to the city's history took hold. The ethnicities of Kurds, Turkmens, and Arabs in Kirkuk were formed throughout a century of urban development, interactions between communities, and political mobilization. Ultimately, this book shows how contentious politics in disputed areas are not primordial traits of those regions, but are a modern phenomenon tightly bound to the society and economics of urban life.
