Available in PDF, EPUB and Kindle. Book excerpt: Conditional Cash Transfer (CCT) programs aim to reduce poverty by making welfare programs conditional upon the receivers' actions. That is, the government only transfers the money to persons who meet certain criteria. These criteria may include enrolling children into public schools, getting regular check-ups at the doctor's office, receiving vaccinations, or the like. They have been hailed as a way of reducing inequality and helping households break out of a vicious cycle whereby poverty is transmitted from one generation to another. Do these and other claims make sense? Are they supported by the available empirical evidence? This volume seeks to answer these and other related questions. Specifically, it lays out a conceptual framework for thinking about the economic rationale for CCTs; it reviews the very rich evidence that has accumulated on CCTs; it discusses how the conceptual framework and the evidence on impacts should inform the design of CCT programs in practice; and it discusses how CCTs fit in the context of broader social policies. The authors show that there is considerable evidence that CCTs have improved the lives of poor people and argue that conditional cash transfers have been an effective way of redistributing income to the poor. They also recognize that even the best-designed and managed CCT cannot fulfill all of the needs of a comprehensive social protection system. They therefore need to be complemented with other interventions, such as workfare or employment programs, and social pensions.

Book excerpt: This book explores Conditional Cash Transfers programs within the context of education policy over the past several decades. Conditional Cash Transfer programs (CCTs) provide cash to poor families upon the fulfillment of conditions related to the education and health of their children. Even though CCTs aim to improve educational attainment, it is not clear whether Departments or Ministries of Education have internalized CCTs into their own sets of policies and whether that has had an impact on the quality of education being offered to low income students. Equally intriguing is the question of how conditional cash transfer programs have been politically sustained in so many countries, some of them having existed for over ten years. In order to explore that, this book will build upon a comparative study of three programs across the Americas: Opportunity NYC, Subsidios Condicionados a la Asistencia Escolar (Bogota, Colombia), and Bolsa Famila (Brazil). The book presents a detailed and non-official account on the NYC and Bogota programs and will analyze CCTs from both a political and education policy perspective.

Available in PDF, EPUB and Kindle. Book excerpt: It has been almost two decades since conditional cash transfer programs first appeared on the agendas of multilateral agencies and politicians. Latin America has often been used as a testing ground for these programs, which consist of transfers of money to subsections of the population upon meeting certain conditions, such as sending their children to school or having them vaccinated. Money from the Government in Latin America takes a comparative view of the effects of this regular transfer of money, which comes with obligations, on rural communities. Drawing on a variety of data, taken from different disciplinary perspectives, these chapters help to build an understanding of the place of conditional cash transfer programsin rural families and households, in individuals’ aspirations and visions, in communities’ relationships to urban areas, and in the overall character of these rural societies. With case studies from Chile, Mexico, Peru, Brazil and Colombia, this book will interest scholars and researchers of Latin American anthropology, sociology, development, economics and politics.

Book excerpt: Conditional cash transfer programs (CCTs)—cash grants to poor families that are conditional on their participation in education, health, and nutrition services—have become a vital part of poverty reduction strategies in many countries, particularly in Latin America. In Conditional Cash Transfers in Latin America, the contributors analyze and synthesize evidence from case studies of CCTs in Brazil, Honduras, Mexico, and Nicaragua. The studies examine many aspects of CCTs, including the trends in development and political economy that fostered interest in them; their costs; their impacts on education, health, nutrition, and food consumption; and how CCT programs affect social relations shaped by gender, culture, and community. Throughout, the authors identify the strengths and weaknesses of CCTs and offer guidelines to those who design them.

Book excerpt: Instead of mean-tested conditional cash transfer (CCT) programs, some countries have implemented gender-targeted CCTs to explicitly address intra-household disparities in human capital investments. This study focuses on addressing the direct impact of a female school stipend program in Punjab, Pakistan: Did the intervention increase female enrollment in public schools? To address this question, the authors draw on data from the provincial school censuses of 2003 and 2005. They estimate the net growth in female enrollments in grades 6-8 in stipend eligible schools. Impact evaluation analysis, including difference-and-difference (DD), triple differencing (DDD), and regression-discontinuity design (RDD) indicate a modest but statistically significant impact of the intervention. The preferred estimator derived from a combination of DDD and RDD empirical strategies suggests that the average program impact between 2003 and 2005 was an increase of six female students per school in terms of absolute change and an increase of 9 percent in female enrollment in terms of relative change. A triangulation effort is also undertaken using two rounds of a nationally representative household survey before and after the intervention. Even though the surveys are not representative at the subprovincial level, the results corroborate evidence of the impact using school census data.

Book excerpt: Unjust Conditions follows the lives and labors of poor mothers in rural Peru, richly documenting the ordeals they face to participate in mainstream poverty alleviation programs. Championed by behavioral economists and the World Bank, conditional cash transfer (CCT) programs are praised as efficient mechanisms for changing poor people's behavior. While rooted in good intentions and dripping with the rhetoric of social inclusion, CCT programs' successes ring hollow, based solely on metrics for children's attendance at school and health appointments. Looking beyond these statistics reveals a host of hidden costs for the mothers who meet the conditions. With a poignant voice and keen focus on ethnographic research, Tara Patricia Cookson turns the reader's gaze to women's care work in landscapes of grossly inadequate state investment, cleverly drawing out the tensions between social inclusion and conditionality. Book excerpt: In 2000, the Nicaraguan government implemented a conditional cash transfer program designed to improve the nutritional, health, and educational status of poor households, and thereby to reduce short- and long-term poverty. Based on the Mexican government's successful PROGRESA program, Nicaragua's Red de Proteccion Social (RPS) sought to supplement household income, reduce primary school dropout rates, and increase the health care and nutritional status of children under the age of five. This report represents IFPRI's evaluation of phase I of RPS. It shows that the program was effective in low-income areas and particularly effective when addressing health care and education needs. The report offers the first extensive assessment of a Nicaraguan government antipoverty program.

It is now time to emphasize health and development in middle childhood and adolescence--developmental phases that are critical to health in adulthood and the next generation. Child and Adolescent Health and Development explores the benefits that accrue from sustained and targeted interventions across the first two decades of life. The volume outlines the investment case for effective, costed, and scalable interventions for low-resource settings, emphasizing the cross-sectoral role of education. This evidence base can guide policy makers in prioritizing actions to promote survival, health, cognition, and physical growth throughout childhood and adolescence.

Book excerpt: This book offers readers a deeper understanding of the diffusion process of the Conditional Cash Transfer (CCT) programs in Latin America and the role played by experts and international organizations. CCTs have been increasingly implemented around the world in recent decades, and by 2010, 17 countries in Latin America had adopted them. The evidence suggests that this concentration is due to a process of policy diffusion. International organizations contribute to this process; however, the book’s main argument is that there was another, more important actor involved: a regional epistemic community that increased the availability of information about CCTs and reinforced their legitimacy, playing a role in the domestic processes of formulation and adoption. This book addresses the diffusion of the programs throughout the region; diffusion mechanisms that can help us understand the programs’ adoption (emulation, learning and coercion); and the impacts of key actors on the process (epistemic community, international organizations and policymakers).

Available in PDF, EPUB and Kindle. Book excerpt: Conditional Cash Transfer Programs have been widely used throughout less developed countries to fight poverty and foster socioeconomic development. In Women, Gender and Conditional Cash Transfers, a multidisciplinary group of feminist scholars use survey data analysis, in-depth interviews, and ethnographic and archival research to explore the extent to which Bolsa Familia in Brazil contributes to women ́s autonomy and improves gender relations. Comprised of nine chapters, written by authors from different regions of Brazil, this book captures perspectives from across Brazil to explain these regional social inequalities and provide historical, and up-to-date, insights of this program from a feminist perspective. The authors are able to move beyond conventional feminist knowledge on CCTs, women and gender relations, through considering questions of gender raised in the specialized literature related to Bolsa Familia, and by addressing concerns of intersectional categories such as race, ethnicity, age and geographic location, Women, Gender and Conditional Cash Transfers will be of great interest not only to scholars of Latin American politics, but also to students of development policy, public policy and gender.
