Book excerpt: Seventy years have passed since the end of the Asia-Pacific War, yet Japan remains embroiled in controversy with its neighbors over the war’s commemoration. Among the many points of contention between Japan, China, and South Korea are interpretations of the Tokyo War Crimes Trial, apologies and compensation for foreign victims of Japanese aggression, prime ministerial visits to the Yasukuni Shrine, and the war’s portrayal in textbooks. Collectively, these controversies have come to be called the “history problem.” But why has the problem become so intractable? Can it ever be resolved, and if so, how? To answer these questions author Hiro Saito mobilizes the sociology of collective memory and social movements, political theories of apology and reconciliation, psychological research on intergroup conflict, and philosophical reflections on memory and history. The history problem, he argues, is essentially a relational phenomenon caused when nations publicly showcase self-serving versions of the past at key ceremonies and events: Japan, South Korea, and China all focus on what happened to their own citizens with little regard for foreign others. Saito goes on to explore the emergence of a cosmopolitan form of commemoration taking humanity, rather than nationality, as its primary frame of reference, an approach increasingly used by a transnational network of advocacy NGOs, victims of Japan’s past wrongdoings, historians, and educators. When cosmopolitan commemoration is practiced as a collective endeavor by both perpetrators and victims, Saito argues, a resolution of the history problem—and eventual reconciliation—will finally become possible. The History Problem examines a vast corpus of historical material in both English and Japanese, offering provocative findings that challenge orthodox explanations. Written in clear and accessible prose, this uniquely interdisciplinary book will appeal to sociologists, political scientists, and historians researching collective memory, nationalism and cosmopolitanism, and international relations—and to anyone interested in the commemoration of historical wrongs. It will also be useful to anyone interested in military, intelligence, political, diplomatic, economic, financial, social, and cultural activities in the Far East during 1931-1951, as well as to those searching for information regarding Allied prisoners of war; the organization, functions, and activities of American and Allied agencies; and the Japanese occupation of countries and the American occupation of Japan. While not aimed at researchers interested in the strategic and tactical military and naval history of the war in the Far East, this finding aid may nevertheless be useful to those with such interests, if only to identify record groups and series of records that may bear on those topics. This finding aid covers records from over twenty record groups and includes materials declassified under the Japanese Imperial Government Disclosure Act of 2000 (P.L. 106-567) as well as records that were never classified and those declassified before the passage of the Disclosure Act. Because the process of identifying, declassifying, accessioning, and processing of records under the Act is taking place as this finding is being compiled, late arriving records may not be identified in this finding aid. Researchers should consult the IWG Web site (http://www.archives.gov/iwg/) for a complete and up-to-date list of records declassified under the Japanese Imperial Government Disclosure Act. Federal agencies involved in the identification and declassification of relevant classified records ascertained that there were relatively few pertinent records that were still classified. Most relevant records were either never classified or were declassified decades before the Act and were already in NARA’s custody. While this finding aid’s coverage is broad, it is not comprehensive. Researchers may find other relevant series of records within the record groups mentioned or not mentioned. Researchers are encouraged to use other finding aids and consult with NARA staff to locate records of interest. In addition, the National Archives at College Park holds nontextual records (such as still photographs and motion pictures) that researchers may want to examine. Other NARA facilities hold many records and donated material related to World War II, including records related to the subjects covered in this finding aid. This is particularly true of the Franklin D. Roosevelt, the Harry S. Truman, and the Dwight D. Think of archives as vast mountain ranges of records with the archivists guiding the expeditions. Explorations on familiar, well-trodden paths produce new perspectives when examined with fresh eyes and imagination.

In Sino-Japanese relations, identity, territory, and power pull together in a particularly lethal direction, generating dangerous tensions in both geopolitical and memory rivalries. Buzan and Goh explore a new approach to dealing with this history problem. First, they construct a more balanced and global view of China and Japan in modern world history. Second, building on this, they sketch out the possibilities for a 21st century great power bargain between them. Buzan puts Northeast Asia's history since 1840 into both a world historical and a systematic normative context, exposing the parochial nature of the China-Japan history debate in relation to what is a bigger shared story about their encounter with modernity and the West, within which their modern encounter with each other took place. Arguing that regional order will ultimately depend substantially on the relationship between these two East Asian great powers, Goh explores the conditions under which China and Japan have been able to reach strategic bargains in the course of their long historical relationship, and uses this to sketch out the main modes of agreement that might underpin a new contemporary great power bargain between them in a variety of future scenarios for the region. The frameworks adopted here consciously blend historical contextualisation, enduring concerns with wealth, power and interest, and the complex relationship between Northeast Asian states' evolving encounters with each other and with global international society.
