This book examines daily life in multi-ethnic neighbourhoods and the meaning of public spaces for social integration. Through observations and interviews in two Dutch cities (Nijmegen and Utrecht) insight is gained into the use and perception of public spaces. Positive experiences in public spaces contribute to feeling at home in a multi-ethnic neighbourhood. Not only intense and lasting contacts, but also fleeting interactions contribute to feeling at home. Experience with diversity contributes to a realistic view of multiculturalism, a view that is based on everyday experiences, with all its positive and negative implications. This, however, does not mean that residents do not use stereotypes or categorizations. However, there is a major difference between the public discourse - which focuses on differences and problems - and everyday encounters, which are perceived as a way to experience and enjoy diversity. Recommendations are that politicians should look at the everyday realities in multi-ethnic neighbourhoods when discussing issues related to multi-ethnic societies. Repeatedly stressing the dichotomy between native and non-native Dutch citizens and focusing on problems, has a negative effect on the everyday lives of people because it produces and reproduces stereotyped images. Integration is not only about non-native Dutch residents adapting themselves to Dutch society: it is also about the extent to which people from various backgrounds live together and feel at home in their neighbourhood.

The diversity of contributions here suggests that we need to rethink spatial planning in several f- reaching ways. Let me suggest several avenues of such rethinking that can have both theoretical and practical consequences. First, we need to overcome simplistic bifurcations or dichotomies of assessing outcomes and processes separately from one another. To lapse into the nostalgia of imagining that outcome analysis can exhaust strategic planners’ work might appeal to academics content to study ‘what should be’, but it will doom itself to further irrelevance, ignorance of politics, and rationalistic, technocratic fantasies. But to lapse into an optimism that ‘good process’ is all that strategic planning requires, similarly, rests upon a ction that no credible planning analyst believes: that enough talk will miraculously transcend con ict and produce agreement. Neither sing- minded approach can work, for both avoid dealing with con ict and power, and both too easily avoid dealing with the messiness and the practicalities of negotiating out con icting interests and values – and doing so in ethically and politically critical ways, far from resting content with mere ‘compromise’. Second, we must rethink the sanctity of expertise. By considering analyses of planning outcomes as inseparable from planning processes, these accounts help us to see expertise and substantive analysis as being ‘on tap’, ready to put into use, rather than being particularly and technocratically ‘on top’.

The Congress, a consultative body of the Council of Europe, is made up of two chambers: one representing local authorities, the other the regions. The Congress adopts three different types of texts: recommendations, opinions and resolutions. Opinions usually refer to questions to the Congress from the Committee of Ministers or the Parliamentary Assembly. Book excerpt: Offering a corrective to previous views of Spanish-American independence, this book shows how political culture in Peru was dramatically transformed in this period of transition and how the popular classes as well as elites played crucial roles in this process. Honor, underpinning the legitimacy of Spanish rule and a social hierarchy based on race and class during the colonial era, came to be an important source of resistance by ordinary citizens to repressive action by republican authorities fearful of disorder. Claiming the protection of their civil liberties as guaranteed by the constitution, these &"honorable&" citizens cited their hard work and respectable conduct in justification of their rights, in this way contributing to the shaping of republican discourse. Prominent politicians from Arequipa, familiar with these arguments made in courtrooms where they served as jurists, promoted at the national level a form of liberalism that emphasized not only discipline but also individual liberties and praise for the honest working man. But the protection of men's public reputations and their patriarchal authority, the author argues, came at the expense of women, who suffered further oppression from increasing public scrutiny of their sexual behavior through the definition of female virtue as private morality, which also justified their exclusion from politics. The advent of political liberalism was thus not associated with greater freedom, social or political, for women.

Book excerpt: The autonomous province of Vojvodina in Serbia is little-known in the English-speaking world, even though it is a territory of high significance for the development of Serbian national identity. Vojvodina's multi-ethnic composition and historical experience has also encouraged the formation of a distinct regional identity. This book analyses the evolution of Vojvodina's identity over time and the unique pattern of ethnic relations in the province. Although approximately 25 ethnic communities live in Vojvodina, it is by no means a divided society. Intercultural cohabitation has been a living reality in the province for centuries and this largely accounts for the lack of ethnic conflict. Vassilis Petsinis explores Vojvodina's intercultural society and shows how this has facilitated the introduction of flexible and regionalized legal models for the management of ethnic relations in Serbia since the 2000s. He also discusses recent developments in the region, most notably the arrival of refugees from Syria and Iraq, and measures the impact that these changes have had on social stability and inter-group relations in the province.
