Este modelo, vinculado a um conceito exogeno de desenvolvimento, revelou-se inadequado as peculiaridades de uma pais de terceiro mundo (por exemplo, Brasil), onde uma estrutura rigida de poder constitui o maior obstaculo ao desenvolvimento. Nesse contexto, surge a comunicacao horizontal como alternativa para o modelo vertical da difusao. A comunicacao horizontal, ao contrario da vertical, associa-se a um modelo exogeno de desenvolvimento, menos comprometido com a modernizacao, e mais voltado para as transformcoes estruturais.
