Book excerpt: This publication has been written with a view to providing material for strengthening rural institutions. It provides a thorough overview of the decentralization process in rural development from the issue of state withdrawal and higher efficiency to the rise of civil society and its enhanced role in sustainable development. This balance between the state and civil society is explored in all dimensions (historical, conceptual and operational) in such a way as to avoid the risks of a badly managed decentralization process. Experience demonstrates that institutional voids and blocked support can have serious implications for the most vulnerable rural producers. Based on FAO's experience in various countries, the text proposes an analytical model of decentralization (RED-IFO) and describes management modalities and ongoing processes. Questionnaires, surveys and analytical tools are proposed to allow readers to follow and work on the process in their own countries. The document offers practical tools to take the lead in facing up to various dimensions of the problems of decentralization in rural development. It also proposes ways in which the RED-IFO model can be applied

Available in PDF, EPUB and Kindle. Book excerpt: The global movement toward democracy, spurred in part by the ending of the cold war, has created opportunities for democratization not only in Europe and the former Soviet Union, but also in Africa. This book is based on workshops held in Benin, Ethiopia, and Namibia to better understand the dynamics of contemporary democratic movements in Africa. Key issues in the democratization process range from its institutional and political requirements to specific problems such as ethnic conflict, corruption, and role of donors in promoting democracy. By focusing on the opinion and views of African intellectuals, academics, writers, and political activists and observers, the book provides a unique perspective regarding the dynamics and problems of democratization in Africa.

Book excerpt: This book introduces the special dynamics of women and their close relationships with the gift in both past and contemporary religious settings. Written from a cross-cultural perspective, it challenges depictions of women’s roles in religion where they have been relegated to compliance with specifically designated gendered attributes. The different chapters contest the resultant stereotypes that deny women agency. Each chapter describes women as engaged in an aspect of religion, from that of ritual specialists, to benefactors and patrons, or even innovators. The volume examines topics such as sainthood and sacrifice so as to refine these ideas in constructive ways that do not devalue women. It also examines the meaning of the term “gift” today, embracing the term in both figurative and literal ways. Such a collection of diverse women’s writings and activities provides a significant contribution to their quest for recognition, and also suggests ways this can be understood and realized today.

Book excerpt: This is a fictionalized account of the life and career of world chess champion Alexander Alekhine. Born into Russian nobility, Alekhine lost his family and nearly his life to the Bolsheviks before becoming the world's most powerful chess player. The coming of World War II placed the grandmaster in a difficult position, forcing him to collaborate with the Nazis and to produce anti-Semitic materials. Desperate to win back his credibility after the war, Alekhine was preparing for a redemptive title match at the time of his sudden death. Alekhine's life was marked by alcoholism, fits of depression, scandalous affairs, marriages of convenience, painful compromises, and his battle to become "the Greatest." The novel is told as fiction but is based on the actual people and events that were part of his triumphant career and troubled life.

Available in PDF, EPUB and Kindle. Book excerpt: Audacious Reforms examines the creation of new political institutions in three Latin American countries: direct elections for governors and mayors in Venezuela, radical municipalization in Bolivia, and direct election of the mayor of Buenos Aires in Argentina. Diverging from the usual incremental processes of political change, these cases marked a significant departure from traditional centralized governments. Such "audacious reforms," explains Merilee S. Grindle, reinvent the ways in which public problems are manifested and resolved, the ways in which political actors calculate the costs and benefits of their activities, and the ways in which social groups relate to the political process. Grindle considers three central questions: Why would rational politicians choose to give up power? What accounts for the selection of some institutions rather than others? And how does the introduction of new institutions alter the nature of political actions? The case studies of Venezuela, Bolivia, and Argentina demonstrate that institutional invention must be understood from theoretical perspectives that stretch beyond immediate concerns about electoral gains and political support building. Broader theoretical perspectives on the definition of nation and state, the nature of political contests, the legitimacy of political systems, and the role of elites all must be considered. While past conflicts are not erased by reforms, in the new order there is often greater potential for more responsible, accountable, and democratic government.
