Available in PDF, EPUB and Kindle. Book excerpt: This book presents an absorbing study of how educational radio, which originated to broadcast weather forecasts to farmers, has become what the Pew Center calls the most trusted source of news for American liberals and a regular in the rogue's gallery of election-year conservative targets. The Nielsen Company reported in late 2019 that 272 million Americans listen to "traditional radio" each week, a number exceeding those who watch television, use a smartphone, or access the Internet. Yet almost from the start, radio has also been flayed as a noise box of inanity, a transmitter of low-brow entertainment, an instrument of cultural degradation promoting vapid popular music, and a medium whose ultimate purpose is to convince listeners to purchase the goods and services incessantly hawked by the advertisers who underwrite the programs and allegedly dictate content. At the same time, an alternative conception of radio existed as a vehicle for education and for cultural and intellectual (and even political) enlightenment. Most proponents of this perspective disdained advertising revenue and sought subsidies from foundations, wealthy patrons, or varying levels of government. The long, winding road of educational radio led eventually to the creation of National Public Radio (NPR), a fixture on the left of the dial that can be seen as either the consummation or corruption of the educational radio movement. Prized by many liberals, especially affluent whites, and disparaged by many conservatives, NPR has become a potent symbol of the political polarization and cultural chasm that now characterizes the American conversation.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides an in-depth introduction to the International Telecommunication Union (ITU) Radio Regulations (RR) and the policies that govern them. Established in 1906, these regulations define the allocation of different frequency bands to different radio services, the mandatory technical parameters to be observed by radio stations, especially transmitters, and the procedures for spectrum use coordination at the international level. The book analyzes the interactions between different national policies and the ITU RR, noting how these interactions influence spectrum policy on the national level, setting up a comparative framework within which to view these regulations and their effects. Beginning with an overview of the history of the origins ITU RR, the book takes a deep dive into the components of spectrum management including radio communication service allocation, wireless technology selection, radio usage rights, and spectrum rights assignment, placing each analysis within the context of the push and pull between national and international regulations. The book concludes with chapters discussing issues affecting the future of spectrum policy, including spectrum policy reform in developing countries, the WRC-19, and IMT-2020. Shedding light on the longest-running treaty documents in the history of modern telecommunications and arguing for reforms that allow it to address the needs of all nations, this book is useful to scholars and students of telecom policy, digital policy, ICT, governance, and development as well as telecom industry practitioners and regulators.

Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from A B C of Television, or Seeing by Radio: A Complete and Comprehensive Treatise Dealing With the Theory, Construction and Operation of Telephotographic and Television Transmitters and Receivers The least that may be said is that television is ready to court the attention of that vast army of radio experimenters who so enthusiastically mastered the mystery of communica tion without wires. To the legions of amateur pioneers, tele vision falls as a rightful heritage; it needs their patient hands and ingenious minds. Broadcasting received its original impetus from the inquisitive dabblers of 1920, who through their activity in the fabrication of home-made receivers, brought the manufacturers rushing to the public with merchandise to satisfy a theretofore undreamed-of demand. Contrary to what appears to be the public notion, television is neither involved nor complicated. Some are inclined to measure the intricacy of a machine by the marvel of its prod uct. This analysis does not always hold. It certainly does not hold in television. Living pictures, Signals or impulses are available to an ordinary radio receiver, the only accessory apparatus at present needed taking the form of a metal disc, a washing machine electric motor and a neon lamp which may be purchased from a dozen different radio manufacturers. The only remaining requisite is the zeal and love for adven tures in science-land possessed by millions of scientifically and mechanically inclined Americans.
