Book excerpt: At a time of a deep acceleration of Compliance which is now moving from centralization to dissemination in the departments of public and private organizations, the Cercle de la Compliance publishes in the continuation of the collection ‘Compliance Skills’ its second white paper ‘Compliance Skills volume 2 - the skills base by department’. It is intended to be a useful and accessible tool allowing everyone to be able to deal with the essential risks of non-compliance with which they are confronted in their activities. The white paper ‘Compliance Skills volume 2 - the skills base by department’ also includes interviews with top Chief Compliance Officers, to better understand their background and their approach to the role. It also includes the points of view of an expert in internal audit and risk management from a large consulting firm, and of a HR director from a large international group. Finally, it includes a focus on Compliance Operations, an extension of Compliance Offices, to enable them to be able to manage the exponential complexity of cross-cutting subjects in Compliance risk areas within organizations.

Available in PDF, EPUB and Kindle. Book excerpt: In 2021, the Compliance Office deals with more and more topics and complexity: the fight against corruption, anti-competitive practices, economic sanctions, protection of personal data, respect for human rights and the environment and soon artificial intelligence. Multi-domain, Compliance is also multipolar: many foreign regulations impose the implementation of Compliance programs on the aforementioned topics. This is true not only of the United States and Europe, but also of many other countries, not least China. Today’s Compliance Director or Chief Compliance Officer must therefore not only have a 360° vision and understanding of all these issues, but also be able to adapt his or her programs to multiple jurisdictions, cultures and practices. To do this, the Compliance Office, although often restricted and with limited budgets, must bring together many soft skills such as listening, open-mindedness, creativity, pedagogy, team management (with or without a hierarchical link) or adaptability. This skills base will thus make it possible to determine both the expertise and profiles required, and the training and awareness-raising to be provided within the Compliance team. Ultimately, this methodology will make it possible to fill in the skills gaps and establish a truly tailor-made Compliance Office.

Book excerpt: Researchers have been continually developing ways and means to improve quality in decision making. The success of a methodology is judged by its acceptability by the decision makers. In this context, it is beyond any argument that AHP has been massively successful. Readers of this volume will see, once again, that AHP has been applied in widely diverse areas. However, there are many more applications of AHP in other areas that are not reported here. We also don’t claim that the set of applications of AHP in the reported areas is exhaustive; it is far from complete. In fact, it will not be possible to capture all the real-world applications of AHP even by publishing many volumes of this kind. We hope that the readers will find the present compilation useful.

Available in PDF, EPUB and Kindle. Book excerpt: w. T. SINGLETON THE CONCEPT This is the third in a series of books devoted to the study of real skills. The topic is management. A book on social skills is still to come and it might seem that the sequence should be reversed on the grounds that social skills are obviously one element in management skills but it is appropriate to deal with management first on the criterion of increasing complexity. Management skills are easier to understand than general social skills. This is because the defining characteristic of a skill is a purpose. The purpose of organizations in which managers operate and the tasks in which they are engaged are not easy to define but they are certainly less obscure than are the more general purposes of communities and people interactions in which the complete range of social skills is practised. Skills, like purposes, are inherently to do with people. It follows that the 'skills view' of management will be as a people-based activity. Individuals carry out management tasks and these tasks always involve other individuals, of whom some are subordinate, some superior and some equivalent within the hierarchy of the particular management organization. The concept of a hierarchy is as central to management as it is to skills. The alternative to hier archy is anarchy. Management is not solely concerned with people.

Available in PDF, EPUB and Kindle. Book excerpt: W. T. SINGLETON THE CONCEPT This is the fourth in a series of books devoted to the study of real skills. A skilled person is one who achieves his objectives effectively, that is by an optimal expenditure of effort, attention and other resources working within his native capacities of strength, vision, intelligence, sensitivity and so forth. It is difficult if not impossible to measure in a quantitative sense. There is, however, no question about its presence or absence. The differences between a highly skilled performer and a mediocre one are so readily manifest that there is no ambiguity. The student of skill is a person interested in what these differences are and how they originate. The importance and the difficulty of skill study is that the concept is a univ~rsal one for human activity. The movement of one limb can be skilled or unskilled within the context of a task, so also can the way a leader addresses a large meeting of his followers. For these and other equally disparate activities there are certain descriptive terms which always seem to be applicable: continuity, sequencing, timing, together with a subtle combination of sensi tivity, adaptability and imperturbability. What happens at any instant is set precisely with the flow from what has already happened to what is going to happen. The order of events has a determinate logic which may not be obvious to the observer except with the benefit of hindsight.

Available in PDF, EPUB and Kindle. Book excerpt: Not everyone complies with the United States Internal Revenue Code. Many individuals and organizations fail to file timely tax returns, assess their tax liability correctly, or pay taxes when due. To improve compliance, tax administrators must choose among alternative strategies, such as increasing evaders' risks of punishment, motivating social norms, and making compliance easier. Concerned with these choices, the IRS asked the National Academy to assess previous research on the determinants of taxpayer compliance and to highlight the most promising areas for future research. The Academy's panel authored the two-volume Taxpayer Compliance. Volume 2 is a collection of eight background papers commissioned by the panel. They present novel theories and research ideas proposed by scholars from many social sciences to improve the understanding of taxpayer compliance. The varied topics addressed include: the political and institutional context of the American tax system; a typology of noncompliance; a study of the way the visibility of noncompliance affects patterns of taxpaying in the house-painting profession; and theories of ways tax practitioners may affect their clients' compliance. These papers not only illustrate for a general audience what various disciplines can add to knowledge but also suggest for specialized researchers the opportunities that taxpayer compliance offers for extending and testing the theories of their disciplines. Taxpayer Compliance will be a valuable reference for tax practitioners and others concerned with noncompliance problems, and for scholars and students of law and sociology, political science, social psychology, and economics.
