Book excerpt: In this report the Committee concludes that the Local Transport Act 2008 gives local authorities a range of tools to work with bus operators to improve local bus services and does not need updating. However, the Government and bus industry need to show more leadership to raise the standard of bus services with the introduction of multi-operator smartcards, service stability and passenger information. While some bus services are good, too often passengers are dissatisfied with the reliability of the service, the level of fares and the need to buy another ticket if the trip involves two bus companies. More competition among bus operators may improve services in some areas but many routes simply cannot sustain more than one operator. It is worrying that the Traffic Commissioners who are responsible for bus safety and punctuality monitoring appear to have insufficient resources to carry out these crucial roles as effectively as they would wish. Outside London, the quality of bus services depends on partnerships between local authorities and the bus operators. In a minority of areas, such as where local authorities take on responsibility for local rail services, bus franchising may be an appropriate option. These would require additional subsidy and sustained political commitment

Book excerpt: This book evaluates the successes, failures, and factors that influence the competition for public bus transport services. Using Germany as a case study, the author explains the dichotomous system of a market with licenses for commercial services, where operators are granted exclusivity, and licenses for non-commercial services, where supplementary direct subsidies are tendered out by public transport authorities. The empirical analysis is based on primary data usually not publicly available, and supplemented by numerous expert interviews. The book aims to provide a basic understanding of the players and their options, offer insights into the German model, and make policy recommendations for those whose goal is to increase competition.

Available in PDF, EPUB and Kindle. Book excerpt: Transport choices must be transformed if we are to cope with sustainability and climate change, but this can only be done if we understand how complex transport systems work. Straightforward choices are never made between one transport mode and another; door-to-door movements of both people and freight use combinations of different modes of transport. This book offers a cross-disciplinary overview of transport systems and the ways in which they interact with urban and regional planning decisions and environmental issues. It offers a thoughtful critique of existing methodology and policy, raising issues, providing facts, explaining linkages and, particularly, stimulating debate. The book methodically explores the definitions, trends, problems, objectives and policies of transport planning. In particular the author looks at land use as a major determinant of the nature and extent of the demand for transport, concluding that the management of land use has to be a key element of any sustainable transport policy. Planning Sustainable Transport will be essential reading for today’s transport specialists, planners and property developers. It will also be useful to postgraduate students in planning and related disciplines.

This book was released on 2013-06-24 with total page 160 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report looks at progress on improving accessibility since 2003 and ways of improving accessibility. Problems with transport provision and the location of services can reinforce social exclusion by preventing people from accessing key local services and undermines government policies to tackle worklessness, increase participation in education, reduce crime and narrow health inequalities. Insufficient progress has been made since the 2003 Social Exclusion Unit's Making the Connections report, many findings of which are relevant today. There is evidence that accessibility is worsening, driven by tight budgets in central and local government. Accessibility statistics show travel times to key services steadily increasing over time, particularly for access to hospitals. The Department for Transport needs to focus more closely on improving accessibility as well as on supporting the economy. Existing transport funding could be better coordinated and directed to 'accessibility'-focused initiatives, which will have a swifter impact on people's well-being than large infrastructure projects. The social value of transport and accessibility needs to be explicitly considered in policy-making and in the planning system and should no longer be seen as a second-order criterion. The Committee believes it will take time for any improvements to make a noticeable difference. Their recommendations focus on improving how government operates rather than funding. Central government cannot abdicate its role in coordinating action across departmental silos and helping local authorities and service providers to share best practice. Accessibility planning, introduced by Making the Connections, has had limited success and needs to be re-energised.

The Transport Act 1985 introduced deregulation, but that has failed to reverse that decline. The report examines the particular problems local authorities face in developing and implementing effective bus strategies. It is clear to the Committee that, for many areas, including all major metropolitan areas outside London, the current regime is not working. The Committee recommends more flexibility, and is particularly attracted by Quality Contracts. These would replace open competition with a licensed regime. Operators bid for exclusive rights to run bus services on a route or group of routes, on the basis of a local authority service specification. Independent Traffic Commissioners are another development that the Committee welcomes, and would like to see them have a higher profile and more resources and powers, especially to enforce Quality Contracts and penalise operators who do not meet their obligations. Others areas covered in the report are: securing socially necessary services outside the PTAs; congestion and bus priority; concessionary fares; and the image of the bus.
