La Guía tiene un carácter estrictamente práctico y operativo. No es un tratado que exponga los problemas técnicos referentes a la elaboración y análisis de proyectos, ni un manual que procure enseñar en detalle cómo se plantean y resuelven esos problemas en cada caso. Propone la forma de organizar y presentar los antecedentes técnicos, económicos, financieros, administrativos e institucionales que deben reunirse y analizarse al estudiar un proyecto. Después de examinar el proyecto como instrumento de planes y programas de desarrollo y de aclarar las distintas etapas y aspectos de la formulación de proyectos, considera los requisitos que suele exigir la negociación de los mismos.
