The results of these assessments were announced in November 2003. Each state also carried out its own reading and mathematics assessments in the 2002-2003 school year, most including grades 4 and 8. This report addresses the question of whether the results published by NAEP are comparable to the results published by individual state testing programs. Comparisons to address the following four questions are based purely on results of testing and do not compare the content of NAEP and state assessments. How do states' achievement standards compare with each other and with NAEP? Are NAEP and state assessment results correlated across schools? Do NAEP and state assessments agree on achievement trends over time? Do NAEP and state assessments agree on achievement gaps between subgroups? Although this report does not focus on Adequate Yearly Progress (AYP) measurement specifically, it does focus on the measurement of mathematics achievement, and specifically on comparisons of the messages conveyed by NAEP mathematics assessment results and state mathematics assessment results. These comparisons center on four facets of NAEP and state assessment results: (1) achievement standards; (2) school-level achievement percentages; (3) achievement trends; and (4) achievement gaps. Book excerpt: The issues surrounding the comparability of various tests used to assess performance in schools received broad public attention during congressional debate over the Voluntary National Tests proposed by President Clinton in his 1997 State of the Union Address. Proponents of Voluntary National Tests argue that there is no widely understood, challenging benchmark of individual student performance in 4th-grade reading and 8th-grade mathematics, thus the need for a new test. Opponents argue that a statistical linkage among tests already used by states and districts might provide the sort of comparability called for by the president's proposal. Public Law 105-78 requested that the National Research Council study whether an equivalency scale could be developed that would allow test scores from existing commercial tests and state assessments to be compared with each other and with the National Assessment of Education Progress. In this book, the committee reviewed research literature on the statistical and technical aspects of creating valid links between tests and how the content, use, and purposes of education testing in the United States influences the quality and meaning of those links. The book summarizes relevant prior linkage studies and presents a picture of the diversity of state testing programs. It also looks at the unique characteristics of the National Assessment of Educational Progress. Uncommon Measures provides an answer to the question posed by Congress in Public Law 105-78, suggests criteria for evaluating the quality of linkages, and calls for further research to determine the level of precision needed to make inferences about linked tests. In arriving at its conclusions, the committee acknowledged that ultimately policymakers and educators must take responsibility for determining the degree of imprecision they are willing to tolerate in testing and linking. This book provides science-based information with which to make those decisions.

The results of those comparisons have been provided in three earlier reports, using state data for reading and mathematics at grades 4 and 8 from 2003, 2005, and 2007. This report provides highlights of applying the methodology for mapping state proficiency standards onto the NAEP scales using state data from the 2008-09 academic year and the 2009 NAEP grade 4 and 8 reading and mathematics assessments. The analyses summarized in this report address the following questions: (1) How do states' 2009 standards for proficient performance compare with one another when mapped onto the NAEP scale?; (2) How do the 2009 NAEP scale equivalents of state proficiency standards compare with those estimated for 2007 and 2005?; and (3) Does NAEP corroborate a state's changes in the proportion of the students meeting the state's standard for proficiency from 2007 to 2009? From 2005 to 2009? Limitations in the 2003 state assessment data (e.g., many states did not test grades 4 and 8 as NAEP) precluded a 2003 to 2009 comparison analysis. Book excerpt: In 1990, the National Assessment of Educational Progress (NAEP) included a Trial State Assessment which, for the first time in the NAEP's history, made voluntary state-by-state assessments. This 1992 mathematics report marks the first attempt of the National Center for Education Statistics (NCES) to shift to standards-based reporting of National Assessment statistics. NAEP results are reported by achievement levels which are descriptions of how students should perform relative to a body of content reflected in the NAEP frameworks; in other words, how much students should know. The 1992 assessment covered six mathematics content areas: (1) numbers and operations; (2) measurement; (3) geometry; (4) data analysis, statistics, and probability; (5) algebra and functions; and (6) estimation. In the District of Columbia, 2,399 fourth-grade students in 107 public schools and 1,816 eighth-grade students in 35 public schools were assessed. This report describes the mathematics performance of District of Columbia fourth- and eighth-grade students in public schools and compares their overall performance to students in the Northeast region of the United States and the nation. The distribution of the results are provided for subpopulations of students including race/ethnicity; type of community--advantaged/disadvantaged urban, extreme rural, and other; parents' education level; gender; and content area performance. To provide a context for understanding students' mathematics proficiency, students, their mathematics teachers, and principals completed questionnaires which focused on: what are students taught? (curriculum coverage, homework, and instructional emphasis); how is mathematics instruction delivered? (resources, collaborating in small groups, using mathematical objects, and materials); how are calculators and computers used? (access and use of calculators, availability of computers, and when to use a calculator); who is teaching mathematics? (educational background); and conditions beyond school that facilitate mathematics learning and teaching (amount of reading materials in the home, hours of television watched per day, student absenteeism, and students' perceptions of mathematics). The average proficiency of fourth-grade students in District of Columbia on the NAEP mathematics scale was 191 compared to 217 nationwide; for District of Columbia eighth-grade students the average proficiency was 234 compared to 266 nationwide. Differences in average achievement levels across states are mainly traceable to differing family characteristics. However, students from similar families also score differently across states. These differences are related to differences in resource levels and in how resources are spent. States with high spending per pupil, lower pupil-teacher ratios, higher participation in public prekindergarten and higher reported teacher resources have higher achievement. Disadvantaged children are the most sensitive to low resource, and additional resources could substantially their scores. Between-state, rather than within-state, differences in resources appear to be the main reason for inequitable resource levels for students of lower socioeconomic status. The conclusion is that significant math gains are occurring across most states that cannot be traced to resource changes, that the rate of gain varies significantly by state, and that reform efforts are the likely cause of these gains. The results certainly challenge the traditional view of public education as unreformable.

The procedure, "mapping," allows the level of achievement required for proficient performance in one state to be compared with the level of achievement required in another state. The mapping procedure offers an approximate way to assess the relative rigor of the states' standards for proficient performance. This report presents mapping results using the 2005 and 2007 NAEP assessments in mathematics and reading for grades 4 and 8. The analyses conducted for this study addresses the following questions: (1) How do states' 2007 standards for proficient performance compare with each other when mapped onto the NAEP scale? (2) How do the cut points on the NAEP scale that are equivalent to the scores required to meet a state's standard in 2007 compare to those estimated for 2005? and (3) Using the 2005 NAEP scale equivalent standards to define a state's proficient level of performance on NAEP, do NAEP and that state assessment agree on the changes in the proportion of students meeting that state's standard for proficiency from 2005 to 2007? The report divides into five sections. Following an introduction, Section 2 provides a description of the estimation methods used in the mapping and in the comparisons of results between 2005 and 2007. Section 3 presents the results of the analyses that examined the mapping results for 2007 in reading and mathematics at grades 4 and 8. Addressing the second question, Section 4 focuses on the comparison between the 2005 and 2007 mappings in reading and mathematics at grades 4 and 8. Addressing the third question, Section 5 discusses the NAEP and state assessment changes in achievement from 2005 to 2007, including possible explanations for discrepancies in the gains measured by the state tests and NAEP so that attention can be turned to identifying the sources of those discrepancies. Tables in appendix A show the sample sizes and percentages of the 2007 NAEP samples used in the analyses. Tables in appendix B summarize selected changes in states' assessments between the two NAEP administrations of 2005 and 2007 that could affect the interpretation of the mapping results.
