But extensive economic deregulation has been matched by a burgeoning body of social law cracking down on business. From shareholder litigation and strict product liability to punitive environmental controls and workplace rules, entrepreneurs run a gauntlet of legal perils. The costs of this expanding and contentious agenda often exceed the value of its social benefits. The projected annual costs over benefits of the 1990 Clean Air Act, for instance, surpass the estimated value of U.S. exports blocked by all of Japan's known import restrictions. How sustainable is this situation amid the pressures of globalization? The contributors to this volume explore the question from a variety of perspectives. U.S. policymakers frequently criticize the rest of the world for policies and practices that are said to constrict American commerce. Yet some trade disputes have been ignited by questionable rules made in the United States. Indeed, legal strictures have posed barriers to imports and possibly discouraged foreign investors, as well as interfered with some U.S. exports. At times the social regulatory regime has also stirred abrasive efforts to extend U.S. sanctions to foreign soil. Even if those frictions have been of minor consequences so far, inefficient legal and regulatory conventions exact a toll on U.S. productivity growth. The book concludes that in a global economy the burdensome regulations of foreign countries deserve attention, but increasingly so do the burdens that American "adversarial legalism" imposes on itself and sometimes on others. Ideas and prospects for correcting the problem are discussed throughout. The contributors include Lee Axelrad, Thomas F. Burke, Loren Cass, Robert A. Kagan, Mark K. Landy, Roger G. Book excerpt: Complementing trade theories with relevant trade empirics, this book covers three aspects of the study of International Economics: pure theory of trade, trade policy, and theory of Balance of Payments (BoP) and exchange rate. In the first part, it discusses the basic principles of international trade between dissimilar countries as well as between similar countries, and implications thereof in terms of welfare, income distribution, and growth. The approach taken here is distinctly different from that in most of the existing textbooks on international economics. Instead of model-specific discussions of the basic issues, it discusses the basic principles governing trade, gains from trade, and characteristics of international equilibrium in the context of a general trading environment of open economies. Subsequently, specific models of trade are introduced as alternative theoretical explanations for the basic principles of trade. In the second part, a wide range of policy issues are analysed including unilateral trade restrictions and promotions; reciprocatory trade policy choices through regionalism; product standards that regulate trade between developed and developing countries; and implications of capital inflow, FDI, fragmentation, and global value chains. In the third part, the book discusses different currency and exchange rate regimes and their implications for a country's balance of payments and foreign exchange reserves. Drawing upon the basic theories, it studies expenditure-reducing and expenditure-switching policies to correct for BoP imbalances under a pegged exchange rate regime. Finally, some reflections on the choice of exchange rate regime and optimum currency area wind up discussions of monetary issues in international economics.

On the other hand, the canons of economic theory have little or nothing to say in favour of protection. Professor Dales attempts in these essays to bridge this gap between trade theory and the standard interpretation of Canadian development. In the first three essays he is concerned with relaxing the rigorous assumptions of labour and capital immobility that characterize theoretical writings on international trade in order to make them more applicable to Canada, for it must be recognized that large movements of labour and capital both into and out of the country have been one of the most important features of the Canadian economy today. The next three chapters discuss the probable historical effects of Canadian protection in the light of the modified theory. Professor Dales makes statistical comparisons between the economic development of Canada and the United States in order to identify the main differences between the patterns of economic growth in the two countries and to throw light on the large and persistent gap between the Canadian and American standards of living. The last two essays are in the nature of provocative "squibs" designed to break up some of the hard-core conventional wisdom about the Canadian economy. Although free trade versus protection has long been a dormant issue in policy discussions, it never quite disappears from the scene. Professor Dales persists in thinking that free trade—with all countries and unilaterally if necessary—is the best policy for Canada. The controversial issues raised by these essays are of the highest importance not only to historians and economists but to all in any way concerned with the public policies of this country. This book examines the transformation of China’s conventional and renewable energy sectors, with special attention to state-business relations. Two studies examine the development of China’s energy profile, especially China’s renewable energy. Two others explore governmental relations with state-owned enterprises (SOEs) and their reform. Despite drastic restructuring in the late 1990s, SOEs continue their oligopolistic control of the oil and gas sectors and even overshadow the stock market. Three studies investigate the factors that help propel the expansion of China’s conventional energy firms, as well as those producing renewable energy (i.e. solar PV industry). A study of China’s solar PV industry suggests that China’s governmental support for it has evolved from subsidising production (a "mercantile" stage aimed at expanding the industry’s global production and export share) to subsidising the demand side (aiming at expanding domestic demand and absorbing redundant manufacture capacity). Another review of this industry finds that firms tend to pay heavy attention to extra-firm institutional network relationships both inside and outside China, and that buyer-supplier networks are influenced by extra-local managerial education. The final chapter compares China’s provinces and their embedded carbon-footprints per capita in urban areas from a consumption perspective, using a self-organizing feature map (SOFM) model. This book was originally published as a special issue of the Asia Pacific Business Review.
