El proyecto tiene por objetivo los siguientes puntos: Determinar las diferencias legales en materia de seguridad y salud laboral en cada país estudiado, y que influencia ha tenido en su evolución la legislación desarrollada por la Unión Europea. Determinar cómo gestionan y organizan, el desarrollo y aplicación de dicha legislación las diferentes instituciones nacionales e internacionales. Determinar la diferencia en los métodos de formación relativos a la seguridad y salud de los trabajadores en el sector de la construcción. Determinar la situación de la accidentabilidad laboral en ambos países, mediante el análisis de datos estadísticos. Para poder hacer la comparativa más ordenada y comprensible dividiremos el cuerpo principal de la memoria en cuatro bloques principales. En el primer bloque explicaremos como se estructura la prevención de riesgos laborales desde una perspectiva administrativa en ambos países y a nivel europeo. En el segundo bloque explicaremos parte del marco legal de la Unión Europea y realizaremos un análisis comparativo de la legislación vigente en materia de seguridad y salud laboral en ambos países. En el tercer bloque describiremos los métodos de formación en seguridad y salud laboral que han de recibir los trabajadores del sector de la construcción. En el cuarto bloque estudiaremos los datos estadísticos de accidentes laborales en ambos países y su evolución longitudinal en el tiempo, en función de los datos oficiales publicados por fuentes internacionales competentes. Finalmente hemos concluido que tanto en España como en Inglaterra existe un sistema organizativo jerarquizado, pero que en España las funciones son asumidas por un mayor número de organizaciones. También que existen numerosas similitudes en cuanto a contenido de la normativa, gracias a la influencia de la legislación europea y pequeñas diferencias en cuanto a la disposición de dicho contenido. Por último, que los principales factores diferenciales de la accidentabilidad en ambos países son la aplicación de la legislación vigente y la situación y estructura económica del empleo.

Para la redacción de la memoria, la estructura principal está dividida en dos bloques:  En la primera unidad, que comprende el capítulo 3 y sus respectivos subcapítulos, se describe la comparativa legal. Dentro de ella, se analizan marcos generales, aspectos en el sector de la construcción y otras normas secundarias.  En el segundo bloque, que incluye el capítulo 4 y los correspondiente subapartados, se estudian las leyes a nivel organizativo. Así, integran descripciones particulares de ambos territorios referentes a organismos, modalidades preventivas, documentación, sistemas de gestión, entre otros. Finalmente, se recogen las conclusiones del presente estudio y la correspondiente biografía legal.

Con el siguiente trabajo se pretende determinar hasta qué punto coinciden las normativas, la necesidad de cumplimiento de la normativa en materia de seguridad y salud en dos países que resultan totalmente diferentes entre sí. Lo que se ha llevado a cabo es localizar la normativa vigente de aplicación en todos los sectores y en el sector de la construcción en ambos países, observar las similitudes que puede haber entre ellas y hasta qué punto se llega a cumplir en los puestos de trabajo. Se han realizado una serie de viajes al norte de Marruecos para visitar ciertas organizaciones con el fin de recopilar cierta información y también visitar obras para ver si lo dispuesto en la normativa se lleva a cabo de una manera genérica no entrando en detalle en todas las normativas. Uno de los puntos que no se ha tratado en el trabajo y que a la hora de realizar una comparativa es muy importante, es determinar el índice de siniestralidad en ambos países, pero no se ha podido llevar a cabo porque en Marruecos no todos los trabajadores están inscritos en "LA CAISSE NATIONALE DE SÉCUTITÉ SOCIALE" y por lo tanto las estadísticas no serían del todo reales, únicamente están inscritos en la CNSS aquellos trabajadores que están grandes empresas y no todos ellos. El presente trabajo está dividido en 2 grandes bloques: - El primer bloque, hace referencia a la situación geopolítica de cada país, la situación actual que atraviesan ambos países en materia de PRL y dentro de este mismo bloque están descritas las organizaciones internacionales que afectan a ambos países y las organizaciones propias de cada país. - El segundo bloque, menciona el análisis realizando una comparativa de la normativa vigente de aplicación en todos los sectores y en el sector de la construcción de ambos países en materia de seguridad y salud y en el mismo bloque encontramos, un tema importante como son las responsabilidades y sanciones en materia de seguridad y salud propias en cada país. En conclusión, las normativas vigentes vienen a destacar lo mismo en cada país, en el caso de la normativa Española viene más especificada y detallada que la normativa marroquí pero a la hora de estudiar las sanciones podemos destacar que en España son bastante más rigurosas que en Marruecos, pero es por la situación económica de cada país.
