Available in PDF, EPUB and Kindle. Book excerpt: This book is open access. This book undertakes a multifaceted and integrated examination of biometric identification, including the current state of the technology, how it is being used, the key ethical issues, and the implications for law and regulation. The five chapters examine the main forms of contemporary biometrics–fingerprint recognition, facial recognition and DNA identification– as well the integration of biometric data with other forms of personal data, analyses key ethical concepts in play, including privacy, individual autonomy, collective responsibility, and joint ownership rights, and proposes a raft of principles to guide the regulation of biometrics in liberal democracies. Biometric identification technology is developing rapidly and being implemented more widely, along with other forms of information technology. As products, services and communication moves online, digital identity and security is becoming more important. Biometric identification facilitates this transition. Citizens now use biometrics to access a smartphone or obtain a passport; law enforcement agencies use biometrics in association with CCTV to identify a terrorist in a crowd, or identify a suspect via their fingerprints or DNA; and companies use biometrics to identify their customers and employees. In some cases the use of biometrics is governed by law, in others the technology has developed and been implemented so quickly that, perhaps because it has been viewed as a valuable security enhancement, laws regulating its use have often not been updated to reflect new applications. However, the technology associated with biometrics raises significant ethical problems, including in relation to individual privacy, ownership of biometric data, dual use and, more generally, as is illustrated by the increasing use of biometrics in authoritarian states such as China, the potential for unregulated biometrics to undermine fundamental principles of liberal democracy. Resolving these ethical problems is a vital step towards more effective regulation.

Book excerpt: Gavin Guile is missing, leaving Kip and his allies to face the White King's horde in the fourth novel of the NYT bestselling Lightbringer series by Brent Week's. When does an empire fall? The Seven Satrapies have collapsed into four-and those are falling before the White King's armies. Gavin Guile, ex-emperor, ex-Prism, ex-galley slave, formerly the one man who might have averted war, is now lost, broken, and trapped in a prison crafted by his own hands to hold a great magical genius. But Gavin has no magic at all. Worse, in this prison, Gavin may not be alone. Kip Guile will make a last, desperate attempt to stop the White King's growing horde. Karris White attempts to knit together an empire falling apart, helped only by her murderous and possibly treasonous father-in-law Andross Guile. Meanwhile, Teia's new talents will find a darker use-and the cost might be too much to bear. Together, they will fight to prevent a tainted empire from becoming something even worse. Devour this blockbuster epic fantasy series that had Peter V. Brett saying, "Brent Weeks is so good, it's starting to tick me off!"

Book excerpt: The emergence of COVID-19 has raised urgent and important questions about the role of Canadian intelligence and national security within a global health crisis. Some argue that the effects of COVID-19 on Canada represent an intelligence failure, or a failure of early warning. Others argue that the role of intelligence and national security in matters of health is--and should remain--limited. At the same time, traditional security threats have rapidly evolved, themselves impacted and influenced by the global pandemic. Stress Tested brings together leading experts to examine the role of Canada's national security and intelligence community in anticipating, responding to, and managing a global public welfare emergency. This interdisciplinary collection offers a clear-eyed view of successes, failures, and lessons learned in Canada's pandemic response. Addressing topics including supply chain disruptions, infrastructure security, the ethics of surveillance within the context of pandemic response, the threats and potential threats of digital misinformation and fringe beliefs, and the challenges of maintaining security and intelligence operations during an ongoing pandemic, Stress Tested is essential reading for anyone interested in the lasting impacts of the COVID-19 pandemic.

Available in PDF, EPUB and Kindle. Book excerpt: "Australia does not have a bill or charter of rights, which means there is no comprehensive law that enshrines human rights in Australia - even though these laws are standard in the rest of the developed world. So what does this mean for the rights of Australian citizens? In this fully revised fourth edition of A Charter of Rights for Australia, George Williams and Daniel Reynolds show that human rights are not adequately protected in Australia, contrary to what many of us think. Using some pressing examples, they demonstrate how the rights of people at the margins of our society are violated in often shocking ways. Several states and territories have adopted their own charters of rights, or have a charter well underway. This book's argument that the time has come to adopt a charter at the federal level is more urgent than ever."
