Book excerpt: The authors combine measures of urban form and public transit supply for 114 urbanized areas with the 1990 Nationwide Personal Transportation Survey to address two questions: (1) How do measures of urban form, including city shape, road density, the spatial distribution of population, and jobs-housing balance affect the annual miles driven and commute mode choices of U.S. households? (2) How does the supply of public transportation (annual route miles supplied and availability of transit stops) affect miles driven and commute mode choice? The authors find that jobs-housing balance, population centrality, and rail miles supplied significantly reduce the probability of driving to work in cities with some rail transit. Population centrality and jobs-housing balance have a significant impact on annual household vehicle miles traveled (VMT), as do city shape, road density, and (in rail cities) annual rail route miles supplied. The elasticity of VMT with respect to each variable is small, on the order of 0.10-0.20 in absolute value. However, changing several measures of form simultaneously can reduce annual VMT significantly. Moving the sample households from a city with the characteristics of Atlanta to a city with the characteristics of Boston reduces annual VMT by 25 percent.

At the same time, commuting time has lengthened and road congestion has increased. How to contain traffic growth in a context of suburban development has become a focus of urban transportation research and city and regional planning. This work interprets metropolitan wide commuting with a reference to the metropolitan wide growth trends. Three decades of census data (1980, 1990 and 2000) for two metropolitan areas (Boston and Atlanta) are used to illustrate the linkage between commuting and urban spatial development. A commuting spectrum method is developed to characterize urban spatial structure, particularly job-housing proximity, across space, over time and among different regions. The work recommends a constrained and balanced vision of urban growth for improving transportation efficiency. The work should be useful for researchers, planners and policy makers in the field of urban geography, urban transportation and city and regional planning.

The empirical results point to a constrained and balanced vision of urban growth for achieving a commuting economy. Both urban growth management and transportation policies are needed to help achieve this vision.

We present a new monocentric city framework that combines a discrete urban space with multiple Vickrey (1969)-type bottlenecks. The model illustrates commute scheduling patterns by residents at different locations in the city. We confirm empirically the relationship between residential location and commute timing choices predicted by the model. In particular, we find that commuters traveling a longer distance tend to arrive at work at the edge of the morning peak time while commuters with a shorter distance tend to arrive at the peak time. The paper also characterizes the optimal policy of congestion toll and analyzes its impact on urban spatial structure.

Book excerpt: Abstract: Theoretically, if the distribution of work trips is reshuffled so that regional commuting costs are minimized, the optimized journey-to-work pattern based on the actual urban structure of homes and jobs suggests people may engage in efficient commuting. Commuting efficiency measures the extent that the observed work travel pattern is greater than the commuting pattern when trip lengths are minimized. Accurate estimates of commuting efficiency depend on the spatial and structural factors that influence the level of the theoretical minimum commute, thereby, under or over stating commuting efficiency. This thesis considers an alternative approach to commuting efficiency assessments based on spatially disaggregated commute components. A spatially disaggregated approach involves the calculation of commuting efficiency metrics on a zonal basis from the viewpoint of the origins and the destinations. Existing measures are estimated from the residential and employment perspectives allowing an analysis of intra-urban (inter-zonal) commuting efficiency from two viewpoints. The primary attempt of this research is the spatial variation of commuting efficiency for job-seekers and job-demanders at the sub-regional scale. Spatially disaggregated metrics are formulated and applied to commuting data for a sample of cities in Poland. The urban spatial structure in Poland has evolved from different political and economic processes. An intra-zonal typology is developed to arrange zones in groups by means of relationships between their corresponding origin and destination commute components. The results indicate that the amount of commuting efficiency is varied for residents and employers in various areas of the city. In addition, the results show that there is a relationship between the zonal jobs-housing balance and accessibility (as captured by the theoretical minimum commute) and the zonal observed commute. However, the relationship between commuting efficiency and jobs-housing balance is counter-intuitive due to the impact of the minimum commute variation on the efficiency metrics.

Book excerpt: The sprawl of U.S. cities has attracted criticism from many sources in recent years. Among the greatest of the cited harms of sprawl is the alleged travel time burden that it imposes on its residents. Previous research has tested the relationship between the sprawl of business activity and travel times by examining only its effects on commuting times and has concluded that people do not choosing housing and work locations to minimize commutes. This research takes a more comprehensive approach by analyzing the relationship between household travel times and sprawl by testing the relationship between access to economic centers and daily household travel time. The relatively minor increase in household travel times with decrease in access to economic centers found by the analysis shows that people logically reduce trips to centers when choosing housing locations with less access to centers. The ability of people to make these reductions in travel is clearly increased by the dispersal of activity from the central business district and other centers. Comparison of predicted household travel times with an estimated rent gradient show that the increase in housing prices with improved access to subcenters is far less than would be expected given the predicted household travel times, contradicting the relationship between household travel time and housing prices embodied in central place theory and its limited polycentric extensions.
