Available in PDF, EPUB and Kindle. Book excerpt: * Exploration of the nature of bureaucracy and bureaucratic change * Comprehensive examination of debates about social capital within the World Bank * Contributors include both long-time Bank insiders as well as external analysts and observers of the Bank’s development policies The contributors to this collection examine the vast bureaucracy of the World Bank and explore the possibilities of internally generated change. The book focuses on the debates within the Bank about the efficacy of social capital concepts for the encouragement of more participatory and empowering forms of development. These debates reach to the heart of the bank and its mission. Indeed, the debate over social capital is less an argument about definitions, and more a struggle between competing paradigms of development. The Search for Empowerment is simultaneously a fascinating account of the concept of social capital, a powerful ethnography of a huge development organization, and a profoundly insightful exploration into the nature of bureaucracy and organizational change. Other contributors: Julie Van Domelen, Michael Edwards, Jonathan Fox, John Gershman, Jeffrey Hammer, David Lewis, Deepa Narayan, Martien Van Nieuwkoop, Lant Pritchett, M. Shameen Siddiqi, and Jorge Uquillas.

This book was released on 2018-07-02 with total page 337 pages. Available in PDF, EPUB and Kindle. Book excerpt: Poverty remains a pervasive and complex phenomenon in Sub-Saharan Africa. Part of the agenda in recent years to tackle poverty in Africa has been the launching of social safety nets programs. All countries have now deployed safety net interventions as part of their core development programs. The number of programs has skyrocketed since the mid-2000s though many programs remain limited in size. This shift in social policy reflects the progressive evolution in the understanding of the role that social safety nets can play in the fight against poverty and vulnerability, and more generally in the human capital and growth agenda. Evidence on their impacts on equity, resilience, and opportunity is growing, and makes a foundational case for investments in safety nets as a major component of national development plans. For this potential to be realized, however, safety net programs need to be significantly scaled-up. Such scaling up will involve a series of technical considerations to identify the parameters, tools, and processes that can deliver maximum benefits to the poor and vulnerable. However, in addition to technical considerations, and at least as importantly, this report argues that a series of decisive shifts need to occur in three other critical spheres: political, institutional, and fiscal. First, the political processes that shape the extent and nature of social policy need to be recognized, by stimulating political appetite for safety nets, choosing politically smart parameters, and harnessing the political impacts of safety nets to promote their sustainability. Second, the anchoring of safety net programs in institutional arrangements †“ related to the overarching policy framework for safety nets, the functions of policy and coordination, as well as program management and implementation †“ is particularly important as programs expand and are increasingly implemented through national channels. And third, in most countries, the level and predictability of resources devoted to the sector needs to increase for safety nets to reach the desired scale, through increased efficiency, increased volumes and new sources of financing, and greater ability to effectively respond to shocks. This report highlights the implications which political, institutional, and fiscal aspects have for the choice and design of programs. Fundamentally, it argues that these considerations are critical to ensure the successful scaling-up of social safety nets in Africa, and that ignoring them could lead to technically-sound, but practically impossible, choices and designs.

Book excerpt: Inclusive agricultural value chains (VCs) are potential drivers for poverty reduction, food security, and women’s empowerment. This report assesses the implementation of the Agricultural Technical and Vocational Education Training for Women Program (ATVET4Women) that aims to support women with vocational training and market linkages in priority agricultural value chains. This report focuses on Malawi, one of the six pilot countries of the ATVET4Women; and focuses on vegetable value chains in which some non-formal training sessions have been conducted as of October 2019. This report presents (1) program experience of stakeholders; (2) evidence of program benefits and challenges among ATVET4Women non-formal training graduates; and (3) baseline data on value chain and empowerment indicators, using a pilot household survey-based instrument for measuring women’s empowerment in agricultural value chains (pro-WEAI for market inclusion) and supplementary qualitative research. Results show graduates’ satisfaction and appreciation of the training provided, and some graduates reported having access to more lucrative markets as a result of the training. However, positive changes in several outcome indicators were reported by only some graduates: 30 percent of graduates reported increased production and sales. There is no significant difference in the reported changes and levels of vegetable production and income between graduates and non-graduates. Qualitative findings suggest that constraints to accessing agricultural inputs and funds to upgrade their production may be why there are no measured differences. Results on empowerment status reveal that 73 percent of women and 85 percent of men in the sample are empowered, and 73 percent of the sample households achieved gender parity. The main contributor of disempowerment among women and men is lack of work balance and autonomy in income. Fewer women achieved adequacy in work balance than men. Adequacies in attitudes about domestic violence, respect among household members, input in productive decisions, and asset ownership are generally high for both women and men, but significantly lower for women. While this report is mainly descriptive and further analysis is ongoing, it offers some lessons and practical implications for improving ATVET4Women program implementation and its outcomes on women’s market access, incomes, and empowerment.

Available in PDF, EPUB and Kindle. Book excerpt: In the context of the COVID-19 pandemic, this edited volume revisits the framework of human security and development. It examines the protection-empowerment nexus as applied to various vulnerable groups and populations affected by the pandemic. While the conventional human security literature has focused on top-down protection, this book offers new perspectives on human security by exploring bottom-up empowerment from both theoretical and practical perspectives. It also encourages readers to rethink the agency of vulnerable people in addressing the challenges posed by the pandemic. Through eight case studies from Southeast Asia and Japan, the contributors to this book demonstrate the importance of empowerment in achieving human security. They focus on the responses of vulnerable groups and communities to multiple threats to their lives, livelihoods, and dignity. The chapters discuss key human security concerns, such as poverty, the environment, food, forced migration, gender, health, aging, peace, and justice – all of which have been compounded and exacerbated by the COVID-19 pandemic. An essential resource for students and scholars of human security in the aftermath of COVID-19 and its wider impacts. Book excerpt: Despite providing society with a set of crucial services, large groups of workers in the informal economy are subject to exclusion and discrimination, and their lives are characterised by various types of vulnerabilities and deprivations that result from the denial of social, economic, political and legal protection. Although not new to the development vocabulary, the informal economy has received renewed attention in recent years largely due to the ILO's 'decent work' agenda and various efforts to promote 'legal empowerment of the poor'. With an explicit focus on labour rights, the book focuses on a nuanced understanding of the regulatory and operational challenges and dilemmas related to implementing the two approaches in selected countries in sub-Saharan Africa. In addition to analyzing structures and relations of power between the formal and the informal economies, the book critically discusses the work of governments, civil society organizations and the poor themselves to address the daily challenges of living in the informal economy.
