Infectious disease outbreaks, acts of terrorism, social unrest, or financial disasters in addition to natural hazards can all lead to large-scale consequences for the nation and its communities. Communities and the nation thus face difficult fiscal, social, cultural, and environmental choices about the best ways to ensure basic security and quality of life against hazards, deliberate attacks, and disasters. Beyond the unquantifiable costs of injury and loss of life from disasters, statistics for 2011 alone indicate economic damages from natural disasters in the United States exceeded $55 billion, with 14 events costing more than a billion dollars in damages each. One way to reduce the impacts of disasters on the nation and its communities is to invest in enhancing resilience-the ability to prepare and plan for, absorb, recover from and more successfully adapt to adverse events. Disaster Resilience: A National Imperative addresses the broad issue of increasing the nation's resilience to disasters. This book defines "national resilience", describes the state of knowledge about resilience to hazards and disasters, and frames the main issues related to increasing resilience in the United States. It also provide goals, baseline conditions, or performance metrics for national resilience and outlines additional information, data, gaps, and/or obstacles that need to be addressed to increase the nation's resilience to disasters. Additionally, the book's authoring committee makes recommendations about the necessary approaches to elevate national resilience to disasters in the United States. Enhanced resilience allows better anticipation of disasters and better planning to reduce disaster losses-rather than waiting for an event to occur and paying for it afterward. Disaster Resilience confronts the topic of how to increase the nation's resilience to disasters through a vision of the characteristics of a resilient nation in the year 2030. Increasing disaster resilience is an imperative that requires the collective will of the nation and its communities. Although disasters will continue to occur, actions that move the nation from reactive approaches to disasters to a proactive stance where communities actively engage in enhancing resilience will reduce many of the broad societal and economic burdens that disasters can cause.

But for many American communities, pre-disaster conditions are far from optimal. Large segments of the U.S. population suffer from preventable health problems, experience inequitable access to services, and rely on overburdened health systems. A return to pre-event conditions in such cases may be short-sighted given the high costs - both economic and social - of poor health. It examines their bearing on the loss of human and productive capital; the conduct of national policies and the setting of national development priorities; and on the nature of international aid and bilateral assistance strategies and programs of donor countries. In order to ensure the efficacy and appropriateness of their support for disaster survivors, international agencies, humanitarian and disaster relief organizations, scholars, non-governmental organizations, and members of the global emergency management community need to have insight into best practices and lessons learned from various disasters across national and cultural boundaries. Book excerpt: Natural disasters-including hurricanes, earthquakes, volcanic eruptions, and floods-caused more than 220,000 deaths worldwide in the first half of 2010 and wreaked havoc on homes, buildings, and the environment. To withstand and recover from natural and human-caused disasters, it is essential that citizens and communities work together to anticipate threats, limit their effects, and rapidly restore functionality after a crisis. Increasing evidence indicates that collaboration between the private and public sectors could improve the ability of a community to prepare for, respond to, and recover from disasters. Several previous National Research Council reports have identified specific examples of the private and public sectors working cooperatively to reduce the effects of a disaster by implementing building codes, retrofitting buildings, improving community education, or issuing extreme-weather warnings. State and federal governments have acknowledged the importance of collaboration between private and public organizations to develop planning for disaster preparedness and response. Despite growing ad hoc experience across the country, there is currently no comprehensive framework to guide private-public collaboration focused on disaster preparedness, response, and recovery. Building Community Disaster Resilience through Private-Public Collaboration assesses the current state of private-public sector collaboration dedicated to strengthening community resilience, identifies gaps in knowledge and practice, and recommends research that could be targeted for investment. Specifically, the book finds that local-level private-public collaboration is essential to the development of community resilience. Sustainable and effective resilience-focused private-public collaboration is dependent on several basic principles that increase communication among all sectors of the community, incorporate flexibility into collaborative networks, and encourage regular reassessment of collaborative missions, goals, and practices.

Although many kinds of resilience measures and measuring tools have and continue to be developed, very few communities consistently use them as part of their planning or resilience building efforts. Since federal or top-down programs to build resilience often yield mixed results, bottom-up approaches are needed, but are often difficult for communities to implement alone. A major challenge for many communities in developing their own approaches to resilience measures is identifying a starting point and defining the process. Other challenges include lack of political will due to competing priorities and limited resources, finite time and staff to devote to developing resilience measures, lack of data availability and/or inadequate data sharing among community stakeholders, and a limited understanding of hazards and/or risks. Building on existing work, the National Academies of Sciences, Engineering, and Medicine organized a workshop in July 2015 to facilitate the exchange of knowledge and information about ways to advance the development and implementation of resilience measures by and within diverse communities. Participants worked to gain a better understanding of the challenges these communities face in the pursuit of resilience and determine whether the approach used during this workshop can help guide communities in their efforts to build their own measures of resilience. This publication summarizes the presentations and discussions from the workshop.

Based on findings from a literature review and a series of community and regional focus groups, the authors provide a definition of community resilience in the context of national health security and a set of eight levers and five core components for building resilience. They then describe suggested activities that communities are pursuing and may want to strengthen for community resilience, and they identify challenges to implementation.

The difference between resilience and disrepair, as Daniel P. Aldrich shows, lies in the depth of communities’ social capital. Building Resilience highlights the critical role of social capital in the ability of a community to withstand disaster and rebuild both the infrastructure and the ties that are at the foundation of any community. Aldrich examines the post-disaster responses of four distinct communities—Tokyo following the 1923 earthquake, Kobe after the 1995 earthquake, Tamil Nadu after the 2004 Indian Ocean Tsunami, and New Orleans post-Katrina—and finds that those with robust social networks were better able to coordinate recovery. One finding of the report was that "without numerical means of assessing resilience, it would be impossible to identify the priority needs for improvement, to monitor changes, to show that resilience had improved, or to compare the benefits of increasing resilience with the associated costs." Although measuring resilience is a challenge, metrics and indicators to evaluate progress, and the data necessary to establish the metric, are critical for helping communities to clarify and formalize what the concept of resilience means for them, and to support efforts to develop and prioritize resilience investments. One of the recommendations from the 2012 report stated that government entities at federal, state, and local levels and professional organizations should partner to help develop a framework for communities to adapt to their circumstances and begin to track their progress toward increasing resilience. To build upon this recommendation and begin to help communities formulate such a framework, the Resilient America Roundtable of the National Academies convened the workshop Measures of Community Resilience: From Lessons Learned to Lessons Applied on September 5, 2014 in Washington, D.C. The workshop's overarching objective was to begin to develop a framework of measures and indicators that could support community efforts to increase their resilience. The framework will be further developed through feedback and testing in pilot and other partner communities that are working with the Resilient America Roundtable. This report is a summary of the one-day workshop, which consisted of a keynote address and two panel sessions in the morning and afternoon breakout sessions that began the discussion on how to develop a framework of resilience measures.

The majority of these orphans live in rural and poor urban households. Caring for orphans and vulnerable children places severe strain on support systems, such as the extended family; this spills over into the community. Providing care and support also places an extra burden on the already overstretched welfare sector and drains state resources. The primarily objective of this study was to explore community resilience strategies on challenges faced by orphans and vulnerable children affected by HIV and AIDS in Ekurhuleni Metropolitan Municipality, Gauteng. A combination of data collection methods was employed in order to explore different perspectives of community resilience strategies on challenges faced by orphans and vulnerable children affected by HIV and AIDS in Benoni. The success of this initiative confirms the importance of community driven interventions using the resilience framework to supports orphans and vulnerable, rather than dependency on the government imposed programmes- top down approach.
