Book excerpt: Rural counties make up about 80 percent of the land area of the United States, but they contain less than 20 percent of the U.S. population. The relative sparseness of the population in rural areas is one of many factors that influence the health and well-being of rural Americans. Rural areas have histories, economies, and cultures that differ from those of cities and from one rural area to another. Understanding these differences is critical to taking steps to improve health and well-being in rural areas and to reduce health disparities among rural populations. To explore the impacts of economic, demographic, and social issues in rural communities and to learn about asset-based approaches to addressing the associated challenges, the National Academies of Sciences, Engineering, and Medicine held a workshop on June 13, 2017. This publication summarizes the presentations and discussions from the workshop.

Book excerpt: The U.S. Department of Agriculture Economic Research Service (USDA/ERS) maintains four highly related but distinct geographic classification systems to designate areas by the degree to which they are rural. The original urban-rural code scheme was developed by the ERS in the 1970s. Rural America today is very different from the rural America of 1970 described in the first rural classification report. At that time migration to cities and poverty among the people left behind was a central concern. The more rural a residence, the more likely a person was to live in poverty, and this relationship held true regardless of age or race. Since the 1970s the interstate highway system was completed and broadband was developed. Services have become more consolidated into larger centers. Some of the traditional rural industries, farming and mining, have prospered, and there has been rural amenity-based in-migration. Many major structural and economic changes have occurred during this period. These factors have resulted in a quite different rural economy and society since 1970. In April 2015, the Committee on National Statistics convened a workshop to explore the data, estimation, and policy issues for rationalizing the multiple classifications of rural areas currently in use by the Economic Research Service (ERS). Participants aimed to help ERS make decisions regarding the generation of a county rural-urban scale for public use, taking into consideration the changed social and economic environment. This report summarizes the presentations and discussions from the workshop.

Available in PDF, EPUB and Kindle. Book excerpt: As external forces increase the demand for land conversion, communities are increasingly open to policies that encourage conservation of farm and forest lands. This interest in conservation notwithstanding, the consequences of land-use policy and the drivers of land conversions are often unclear. One of the first books to deal exclusively with the economics of rural-urban sprawl, Economics and Contemporary Land-Use Policy explores the causes and consequences of rapidly accelerating land conversions in urban-fringe areas, as well as implications for effective policy responses. This book emphasizes the critical role of both spatial and economic-ecological interactions in contemporary land use, and the importance of a practical, policy-oriented perspective. Chapters illustrate an interaction of conceptual, theoretical, and empirical approaches to land-use policy and highlight advances in policy-oriented economics associated with the conservation and development of urban-fringe land. Issues addressed include (1) the appropriate role of economics in land-use policy, (2) forecasting and management of land conversion, (3) interactions among land use, property values, and local taxes, and (4) relationships among rural amenities, rural character, and urban-fringe land-use policy. Economics and Contemporary Land-Use Policy is a timely and relevant contribution to the land-use policy debate and will prove an essential reference for policymakers at the local, state, and federal levels. It will also be of interest to students, academics, and anyone with an interest in the practical application of economics to land-use issues.

A focus on globalization's impact on the role of cities, an explicit mission to drive home the applied nature of urban studies to students. This innovative text offers an exciting introduction to the history, issues, problems, potential solutions and challenges, facing cities in the developed and the developing world for the twenty-first century. Globalization has changed the roles of cities in the global economy and this text begins with an introduction to the phenomenon of globalization, and how the changes it has brought about have affected the social, political, and economic institutions of societies. The second section of the text concentrates on the psychology of the city and the community-building process, while the book's third section illustrates the structure of cities and their historical and emerging patterns. Deciphering the City makes studying the city a relevant and interesting subject necessary in understanding the functioning of today's world.

Available in PDF, EPUB and Kindle. Book excerpt: This project had origins in 1987 in communication between Yutaka Yoshioka, Chairman, Japan International Agricultural Council, and Kenneth Farrell, Vice President for Agriculture and Natural Resources, the University of California-Berkeley. Projects were proposed in "long-term food and consumption trends" and "a comparative analysis of farm structure in the United States and Japan" (letter from Farrell to Yoshioka, April 20, 1987). Proposals and counterproposals were sent back and forth but the project accelerated after Professor Wen Chern of The Ohio State University learned of the project from Professor Naraomi Imamura of the University of Tokyo on a visit to Tokyo in September 1989. Because of pressing administrative responsibilities precluding an active role in the project, Kenneth Farrell recommended to Professor Imamura that the project be carried out with Professor Chern and associates.
