Book excerpt: Through seven London case studies of communities opposing social housing demolition and/or proposing community-led plans, Community-Led Regeneration offers a toolkit of planning mechanisms and other strategies that residents and planners working with communities can use to resist demolition and propose community-led schemes. The case studies are Walterton and Elgins Community Homes, West Ken and Gibbs Green Community Homes, Cressingham Gardens Community, Greater Carpenters Neighbourhood Forum, Focus E15, People’s Empowerment Alliance for Custom House (PEACH), and Alexandra and Ainsworth Estates. Together, these case studies represent a broad overview of groups that formed as a reaction to proposed demolitions of residents' housing, and groups that formed as a way to manage residents' homes and public space better. Drawing from the case studies, the toolkit includes the use of formal planning instruments, as well as other strategies such as sustained campaigning and activism, forms of citizen-led design, and alternative proposals for the management and ownership of housing by communities themselves. Community-Led Regeneration targets a diverse audience: from planning professionals and scholars working with communities, to housing activists and residents resisting the demolition of their neighbourhoods and proposing their own plans.

Book excerpt: Community-led local development (CLLD) is a bottom-up approach to policy development that encourages local people to form a Local Action Group (LAG) - a partnership that designs and implements an integrated development strategy for their area. The CLLD approach was first used in the 1990s by the EU LEADER programme to encourage the development of rural areas with co-financing from the European Agricultural Fund for Rural Development (EAFRD). Its success saw CLLD extended to fisheries and coastal areas in 2007-2013, with funding from the European Fisheries Fund (EFF) (later the European Maritime and Fisheries Fund (EMFF)), and then to urban areas in the 2014-2020 programming period, with funding from the European Regional Development Fund (ERDF) and the European Social Fund (ESF). LAGs were thus able to pursue local development strategies using both individual funds and a combination of up to four EU funds, including the ESF. The uptake and expansion of CLLD in the ESF between 2014-2020 responded to the need for integrated, locally developed solutions to address a wide range of local problems relating to employment, social inclusion and poverty reduction. While the use of CLLD was at Member States' discretion, ESF funding opened up a broader range of eligible themes, target groups and projects for Local Action Groups. CLLD at local level was particularly effective where LAGs had previous experience of CLLD in other funds and/or where the managing authorities provided them with additional support.

Book excerpt: Over the past 20 years, the LEADER approach (1) to community-led local development (CLLD) - based on the experience of an initiative financed by EU Structural Funds, designed to help rural actors consider the long-term potential of their local region, has proven an effective and efficient tool in the delivery of development policies. The European Commission has promoted this delivery method through other Community Initiatives also, such as URBAN (2) and EQUAL (3). In the case of LEADER, for which continuous EU support has been provided since 1991, it has become an important element of rural development policy with a high level of acceptance all over Europe. Since 2007, local development has also been a policy delivery tool in the European fisheries sector. The draft regulation (Articles 28-31) (4) for future CLLD are based on the LEADER approach and concern all the Funds covered by the Common Strategic Framework (European Regional Development Fund, European Social Fund, European Agricultural Fund for Regional Development, European Maritime and Fisheries Fund and Cohesion Fund) in the 2014-2020 programming period (the CSF Funds). CLLD is a specific tool for use at sub-regional level, which is complementary to other development support at local level. CLLD can mobilise and involve local communities and organisations to contribute to achieving the Europe 2020 Strategy goals of smart, sustainable and inclusive growth, fostering territorial cohesion and reaching specific policy objectives. This factsheet is one in a series highlighting key elements of the future approach.

It includes many different themes and areas of interest including the LEADER community-led local development approach which is a well proven and increasingly popular tool within the EU Rural Development Policy. In order to increase knowledge and ensure greater effectiveness in the current and future implementation of the LEADER method, four "working groups" on LEADER have been established within the ENRD LEADER Sub-Committee. Concrete recommendations based on detailed analysis of specific LEADER aspects have been proposed by each of the focus groups to improve the implementation of LEADER.
