Book excerpt: In the eastern Himalayan Kingdom of Bhutan, culture, society, economy and environment are linked in the development framework of Gross National Happiness (GNH). In this literature review, we highlight the relationships between forests and Bhutan’s development framework and current priorities, identifying plausible causal pathways. Due to the mountainous nature of this country, our particular interest is in the impacts of upstream forest activity on downstream stakeholders. Our hypothetical framework identifies specific causal pathways between forests and the four pillars of GNH (environmental conservation, cultural preservation, equitable socioeconomic development and good governance), and evidence was sought in the published literature to test the hypothesis. While conceptual support for many linkages between forests and each of the pillars was found in the literature, evidential support specifically for Bhutan is limited. The strongest evidence is found for the role of forests in socioeconomic development and good governance, particularly through the community forestry program. To develop incentive programs for forest conservation and restoration, such as payment for ecosystem services and pay-for-performance donor funding, the evidence base needs to be expanded for causal pathways between upstream forest condition and downstream security, particularly for services such as water regulation. The evidence should inform public policy and forest management strategies and practices.

Since 2005, CFMGs have been given the right to sell forest products from their CFs that are not needed locally with the goal that community forestry can contribute to rural poverty alleviation in Bhutan, in addition to sustainable forestry.

The results indicated that community forestry in Bhutan was characterized by the application of good governance principles. 'Laws and other norms' indicated that Bhutan has enabling conditions for community forestry. 'Institutions' provided more "building blocks." 'Processes' were considered as "stumbling blocks" due to many bureaucratic steps. From the four principles of good governance, all stakeholders were found accountable with presence of 'watchdog bodies'. Transparency was rated low due to lack of internal auditors and mechanism to lodge complaints. Community forest management group members were actively participating in decision making. All stakeholders involved in Community Forestry program followed the 'rule of law'.

In Shambayung CF, records indicate there is sufficient timber beyond local use which could be available for sale but lack of a good access road has limited sale of excess timber. The Ziptangzur CFMG is just beginning to collect and sell wild mushroom (Auricularia sp) from CF as well as from the government forest, but income remains quite small. Both Dechen Kinga Choeling CF and Lhapang CF have excess timber that could be sold in the future to generate income but it hasn't done so yet. Lastly, while community forest funds are accumulating income from government fees, only a few low interest loans have been offered to individuals. Community forests in the study sites are valuable for protecting local forest resources from outsiders and meeting local wood needs, but agriculture, especially sale of cash crops such as potatoes, remains the key source of livelihood. Rural poverty alleviation efforts need to focus on both forestry and agriculture, and be particularly careful to coordinate activities between them.
