Book excerpt: In its first seven years, the North American Free Trade Agreement (NAFTA) tripled trade and quintupled foreign investment among the U.S., Mexico, and Canada, increasing its share of the world economy. In 2001, however, North America peaked. Since then, trade has slowed among the three, manufacturing has shrunk, and illegal migration and drug-related violence have soared. At the same time, Europe caught up, and China leaped ahead. In The North American Idea, eminent scholar and policymaker Robert A. Pastor explains that NAFTA's mandate was too limited to address the new North American agenda. Instead of offering bold initiatives like a customs union to expand trade, leaders of the three nations thought small. Interest groups stalemated the small ideas while inhibiting the bolder proposals, and the governments accomplished almost nothing. It especially hit Portugal, Ireland, Italy, Greece, and Spain, countries which have introduced the single currency, the euro. These eurozone countries no longer have monetary policy autonomy, so they do not have the option of devaluation to increase competitiveness. The crisis has shown that the Economic and Monetary Union (EMU) created in 1993, and which led to the single currency in 1999, is faulty. Its built-in asymmetry, with centralised monetary policy and decentralised fiscal policy, should be expected to create problems. Part of the response to the crisis so far has been incremental moves towards fiscal and banking union, which will mean a deepening of European integration at a time when many observers believed that a certain equilibrium had been reached after the entry into force of the Lisbon Treaty in 2009. This book focuses on these developments as well as analysing other economic policies that affect the general economic welfare of the EU, including agriculture, trade and immigration policies. Acquiring a college degree can lead to employment opportunities and is considered an asset in the U.S. economy (Washington, 2010). However, certain populations encounter barriers to attaining an education, particularly a postsecondary education, leading to a disparity in receiving the aforementioned benefits. Some of these populations include African American students, LGBTQ students, and students with disabilities. There is a dearth of information and research on providing guidance on implementation, research, and best practices in equity-based career development, college readiness, and successful postsecondary transitions for minoritized, at risk, or vulnerable populations. The editors of this volume invited authors with research and practice expertise around various student populations in preparing them for college and career readiness as well as postsecondary transitions. This book is the first of its kind to discuss career development and postsecondary transitions from an access and equity perspective. Further, this text serves as a call to action to ensure the United States’ most vulnerable populations has an opportunity to successfully transition into multiple postsecondary options after high school.
