Book excerpt: The fall of the New Order government in 1998 and the political reform that followed posed substantial challenges for Indonesia's bureaucracy to continue fulfilling its mandate. This book analyses the process of bureaucratic reform in the irrigation sector. Using Irrigation Management Transfer policy as the entry point for analysis, it documents and analyses the irrigation bureaucracy’s ability to sustain its power and prominence in the sector’s development, amidst and against national and international pressures for reform. The book argues that bureaucratic reform in the irrigation sector, rather than attempting to change the bureaucracy's functioning in the image of national and global (good) governance perspectives and priorities, should instead focus on linking the irrigation bureaucracy's everyday practice more effectively with farmers’ needs and aspirations. Reform efforts of the past decades show that Indonesia’s irrigation sector development cannot be redirected without the irrigation bureaucracy’s knowledge, experience and cooperation, and without strengthening its downward accountability to farmer-irrigators.

Book excerpt: Among desert farmers of the prehistoric Southwest, irrigation played a crucial role in the development of social complexity. This innovative study examines the changing relationship between irrigation and community organization among the Hohokam and shows through ceramic data how that dynamic relationship influenced sociopolitical development. David Abbott contends that reconstructions of Hohokam social patterns based solely on settlement pattern data provide limited insight into prehistoric social relationships. By analyzing ceramic exchange patterns, he provides complementary information that challenges existing models of sociopolitical organization among the Hohokam of central Arizona. Through ceramic analyses from Classic period sites such as Pueblo Grande, Abbott shows that ceramic production sources and exchange networks can be determined from the composition, surface treatment attributes, and size and shape of clay containers. The distribution networks revealed by these analyses provide evidence for community boundaries and the web of social ties within them. Abbott's meticulous research documents formerly unrecognized horizontal cohesiveness in Hohokam organizational structure and suggests how irrigation was woven into the fabric of their social evolution. By demonstrating the contribution that ceramic research can make toward resolving issues about community organization, this work expands the breadth and depth of pottery studies in the American Southwest.

Is cooperativeness something natural for humans, built in to our species over the course of evolution, or rather something that depends on cultural learning and social interaction? This book addresses these central questions concerning human nature and the nature of cooperation. The editors present a wide range of vivid anthropological case-studies focused on everyday cooperation in Chinese communities, for example, between children in Nanjing playing a ballgame; parents in Edinburgh organising a community school; villagers in Yunnan dealing with “common pool” resource problems; and families in Kinmen in Taiwan worshipping their dead together. On the one hand, these case studies illustrate some uniquely Chinese cultural factors, such as those related to kinship ideals and institutions that shape the experience and practice of cooperation. They also illustrate, on the other hand, how China’s recent history, not least the rise and fall of collectivism in various forms, continues to shape the experience of cooperation for ordinary people in China today.
