Book excerpt: This volume focuses on how Russian policy toward Europe (and sometimes, by extension, the West more broadly) has developed since the end of the Cold War and the disintegration of the Soviet Union. It argues that important aspects of cooperation have endured in the relationship despite all the vicissitudes of Russian domestic politics and at a time of flux in the international relations of the European continent. This cooperation has, at times, been fragile and has not prevented some obvious and deep-seated disagreements. It has, however, survived. Indeed, Russia and Europe have increasingly 'routinized' their relationship in a range of formal multilateral institutions.

Available in PDF, EPUB and Kindle. Book excerpt: The Routledge Handbook of EU-Russia Relations offers a comprehensive overview of the changing dynamics in relations between the EU and Russia provided by leading experts in the field. Coherently organised into seven parts, the book provides a structure through which EU-Russia relations can be studied in a comprehensive yet manageable fashion. It provides readers with the tools to deliver critical analysis of this sometimes volatile and polarising relationship, so new events and facts can be conceptualised in an objective and critical manner. Informed by high-quality academic research and key bilateral data/statistics, it further brings scope, balance and depth, with chapters contributed by a range of experts from the EU, Russia and beyond. Chapters deal with a wide range of policy areas and issues that are highly topical and fundamental to understanding the continuing development of EU-Russia relations, such as political and security relations, economic relations, social relations and regional and global governance. The Routledge Handbook of EU-Russia Relations aims to promote dialogue between the different research agendas in EU-Russia relations, as well as between Russian and Western scholars and, hopefully, also between civil societies. As such, it will be an essential reference for scholars, students, researchers, policymakers and journalists interested and working in the fields of Russian politics/studies, EU studies/politics, European politics/studies, post-Communist/post-Soviet politics and international relations. The Routledge Handbook of EU-Russia Relations is part of a mini-series Europe in the World Handbooks examining EU-regional relations established by Professor Wei Shen.

Book excerpt: There is agreement in political and academic circles that the European Union needs a common foreign and security policy (CFSP). The question is how to move from recognised necessity to practical implementation: from rhetoric to reality. Many efforts have been made, and indeed the creation of a European foreign policy is 'work in progress'. Bringing together a multinational team of both young researchers and established academics, this volume offers a comprehensive analysis of this process, uniquely combining the examination of the foundations, institutions, procedures and obstacles of EU-level foreign policy with an extensive range of case studies exploring European policy 'on the ground' in key areas such as the Balkans, Africa or the Middle East. Of use and interest to students of European politics and the general reader alike, it breaks through the Euro-jargon to provide a clear, accessible and up-to-date account of this unprecedented system of international relations, with a particular focus placed on the questions of why EU member states participate in the CFSP and what impact it enables them to have in geopolitics.

Available in PDF, EPUB and Kindle. Book excerpt: With the introduction of a single currency in 1999 and the negotiations for the fifth enlargement in 2000, the European Union is at a major crossroads in its history. While the adoption of EMU and the entrance of new member states hold the promise of creating an 'ever close union', they must take place in a rather turbulent environment. Exogenous shocks such as the Asian financial crisis, the Russian upheaval, and new Balkan problems threaten to derail advances in monetary affairs and common foreign and security policy. Endogenous resistance to further European policy reform in areas such as the budget, CAP, and structural funds has strengthened, as suggested by the meagre advances in the Amsterdam Treaty. Indeed, domestic developments, including changes in the political composition of leading governments and growing unemployment, pose further challenges to EU reforms. With contributions from leading scholars, the book examines the European Union in a theoretically informed, empirically-grounded manner. The book begins by exploring the evolving nature of the European polity and its capacity for change. The second section on monetary union examines the conditions under which EMU will challenge integration, the viability of the European Central Bank, as well as the ability of European citizens to adjust to the single currency. The third section investigates why member states agreed to the Eastern enlargement and what internal and external challenges face the Union as a result. The fourth section highlights the institutional upheavals underway in the major European institutions, as well as Europeans support of and identify with the European polity. The final section of the book highlights the extent to which the European Union is able to govern in key policy areas–trade, environment, common foreign and security policy, and development–given the state of the European Union today. This is the fifth volume in the biannual series State of the European Union produced under the auspices of the American European Community Studies Association (ECSA)

Book excerpt: The transatlantic security relationship has been at the heart of cooperation since the onset of the Cold War and has been the foundation on which the stability of Europe has been built. But the post-Cold War period has raised major challenges for transatlantic relations as well as new security threats, such as terrorism, organized crime and drug trafficking. These are fresh concerns in the sense that they have not been previously regarded as matters for US-European cooperation. Recent events such as the 1999 war in Kosovo, the European Union's decision to create a Rapid Reaction Force and the US policy of proceeding with a ballistic missile defence capability have all contributed to tensions in transatlantic relations. The transatlantic relationship has entered a new and highly uncertain period. This book looks at the three main facets of the transatlantic security relationship: the defense of Europe, global challenges, and new security threats.

Book excerpt: In the context of the enlargements of 2004 and 2007 the European Union needed a concept for the future relationship with its new neighbours. The result was the development of the European Neighbourhood Policy (ENP). In return for sharing European values and effectively implementing political, economic and institutional reforms, the EU offers economic incentives and closer ties to its eastern and southern neighbours. The ambitious objective of promoting stability, security and prosperity beyond its own borders raises questions about the Union's intentions, means and likely success. This volume analyses the logic and institutional origins of the ENP and provides a critical assessment of the promises and prospects of the EU's broader neighbourhood policies. It does so both from an issue-oriented perspective (e.g. security, visa policy, trade, aid, human rights, good governance) and a regional standpoint: eastern Europe, the Mediterranean, the Western Balkans and Russia.

Book excerpt: Since the end of the Cold War NATO has redefined its raison d’etre, extending its membership, broadening its political goals and widening its zone of operation. It has also sought to enhance its co-operation with Russia, for example through the NATO-Russia Council, though moves here have coincided with factors which make co-operation more difficult, such as growing uncertainty about the transition to democracy in Russia, a feeling among some people in Russia that NATO enlargement and the simultaneous diminution of Russia’s influence were related, and, more recently, Russia’s attempts to reassert its influence over its neighbouring states. This book examines the current state of relations between NATO and Russia, examining a number of key areas, and assesses the prospects for future development. It concludes that all parties have a powerful interest in building and maintaining security, and that the growth of the zone of democracy holds out the best hope for solving some of Russia’s most seminal security concerns.

In the space of just a few years Putin's radical reforms in the areas of domestic and foreign policy have made a major impact on Russian politics and society and we have witnessed a new orientation in Russia's external relations with the West. But is Putin an authoritarian or a democrat? Does his presidency signal a break with Russia's past or is he just another autocratic czar in modern clothing? This is a lively, comprehensive, and highly accessible account of contemporary Russian politics. There are fifteen chapters covering such key areas as: leadership and regime change, political parties and democratization, economy and society, regional politics, the war in Chechnya, and Russian foreign policy.

Available in PDF, EPUB and Kindle. Book excerpt: For the earnest student of Europe, this unique work brings together a basic review of essential segments of intellectual thinking. In this volume, pertinent conceptual relationships, substantial relevant particulars, and an array of specific mechanics are all intertwined and used as a focus to examine the ongoing complex European integration process. By defining important parameterizations, this text develops a paradigm probing the current-day international activities which are rapidly leading to meta-national European supra-nationality. The most basic substantive of the integration process is the collective various peoples of Europe with their individual diversities. The origins of these collective diversities, the defining historical nationhood precedent, is herein examined, revealing the essential elements of individual identities, ethnologies, linguistic collectivities, and other antecedents imputing elements which compose the substance and stuff today coalescing into tomorrow's future harmonized European identity. This book is unique as it traces from many different origins the elements that are merging Europe into one collective future. This book sketches a process of onward integration as a continuation of what has happened in the past. This argument is augmented with many time lines, definition martial, and historical presentation, making it easy for the reader to grasp straightforwardly the wide-ranging substance out of which a single whole is being constructed. As a cognitive dynamic, movements such as the Nordic League, European Union, and EFTA as well as many other entities have been noted-- movements each in their own way, all contributing to an overall integrated Europe. As the more prominent initiative, the European Union with its diverse and constituent parts is carefully presented, as well as its unique decision-making process which is working to focus singular interests into collective benefits. Integration is an inevitable byproduct of continentalization, itself a sub consideration of globalization. The time and perhaps the gestalt of the end result of this activity is not known; however, with a comprehensive overview the motion is clearly identifiable, and the direction unequivocally certain. The Single House of Europe is being built of very different elements. This book defines these elements in terms of a paradigm for understanding the process of integration, the process that is rapidly forming the new Single House of Europe.
