Book excerpt: This is the 11th report from the Public Administration Select Committee (HCP 112-I, session 2007-08, ISBN 9780215521545) and focuses on public services and the third sector. Third sector organisations include charities and not-for-profit organisations as well as social enterprises. Government has been commissioning more public service deliveries from such organisations and the Committee, in this report, seeks to assess the impact of that policy approach, looking at the effects both on government and the service users as well as the public at large. The main claim for the use of third sector delivery service is that they can deliver a distinctive service that will improve the outcomes for service users. The Committee could not find evidence to corroborate that claim and believes that the Government's priority ought to be a greater understanding of the needs of the users of particular services and then identifying the organisation best placed to fulfil such services. The Committee believes such appointments should be based on merit as established through the tendering process but that importance lies with the commissioning authorities designing service specifications which play to the strengths of the best placed organisations. The Committee further states that "intelligent commissioning" is key, and that judgements about the use of a contract or grants, the importance of price on who wins the contract and whether there is scope for innovative methods of service delivery are important in getting the best result. The Committee also identified risks, and that it is important users of such services should not be affected whether a service is provided directly by the State or contracted out and that the Human Rights Act (PGA 1998. Chp. 42, ISBN 9780105442981) and the Freedom of Information Act (PGA 2000 Chp. 36, ISBN 9780105436003) should be extended to cover all organisations providing public service. Local authorities will be encouraged to develop neighbourhood charters setting out local standards and priorities; to manage services at the level of the neighbourhood; to work more closely with neighbourhood policing teams. Local people will receive more information about services and standards, and will be able to question and get a response from local councilors through a new service, Community Call for Action. Executive power will be invested in the leader of the council, and there will be three choices of leadership model: a directly elected mayor, a directly elected executive of councillors, or a leader elected by fellow councillors with a four year mandate. New training opportunities will be provided for councillors. The making of byelaws will be fully devolved to local authorities. The authorities will be encouraged to bring together local partners to help improve services, and to develop a delivery plan - the Local Area Agreement - setting out a single set of priorities for local partners, for the Sustainable Community Strategy that they are already required to prepare. The performance framework for local government will be simplified: there will be about 35 priorities for each area, with a set of some 200 outcome based indicators replacing the many hundreds of indicators currently required by central government. Ambitious efficiency gains will be required as part of the 2007 comprehensive spending review. The second volume shows how these proposals will apply to major local public service areas and cross-cutting issues: community safety; health and well-being; vulnerable people; children and families; climate change; and economic development, housing and planning.

Book excerpt: RAND Europe was commissioned by the National Endowment for Science, Technology and the Arts (NESTA) to undertake a piece of exploratory research examining the types of data and information which Local Authorities draw upon to make commissioning decisions. The research focused on the field of community safety, crime and violence, and is based on twenty-three interviews with informants involved in commissioning at the local, regional, and central Government level. This research raises questions about what 'counts' as evidence about what works; our findings suggest that the label 'good practice' is often applied to services or interventions on the basis of professional judgment rather than evidence from evaluation. This, however, was rarely questioned by interviewees, who reported satisfaction with both the quantity and quality of information available about effective interventions. We found that commissioning processes tend to rely upon practitioners' informal, local knowledge of potential providers, and there is a tendency to re-commission known organisations. We highlight concerns that this may disadvantage small or new providers. Our findings also suggest there was little evaluation of the impacts of interventions at the local level. Whilst most areas use simple 'before and after' information to evaluate an intervention, the data collected related mostly to throughput and process rather than outcomes; interviewees were, however, aware of the limits on their ability to carry out evaluations. We conclude the report by suggesting a number of possible tools and initiatives that could support commissioners of public services in making value for money decisions.
