Book excerpt: Road transport is the dominant mode of transport in sub-Saharan Africa, carrying close to 90 percent of the region's passenger and freight transport, and providing the only access to rural communities where over 70 percent of Africans live. Despite their importance, most of the region's nearly 2 million km of roads are poorly managed and badly maintained. By 1990, nearly a third of the $150 billion invested in roads had been eroded through lack of maintenance. To restore only those roads that are economically justified and prevent further deteriorations will require annual expenditures of at least $1.5 billion over the next ten years, or more than double the requirements of regular maintenance. To find sustainable solutions to these problems, the United Nations Economic Commission for Africa (UNECA) and the World Bank launched the Road Maintenance Initiative (RMI) as part of the sub-Saharan Africa Transport Policy Program (SSATP). With support from a number of bilateral donors, the Initiative has spent the last six years working with African countries to identify the causes of poor road maintenance policies and to develop an agency for reforming them. The key concept to emerge from the debate on how to strengthen financing and management of roads is commercialiation: bring roads into the marketplace and put them on a fee for service basis. However, since roads are and will largely remain a public monopoly, commercialization requires complementary reforms.

Book excerpt: Recent research suggests that isolation from regional and international markets has contributed significantly to poverty in many Sub-Saharan African countries. Numerous empirical studies identify poor transport infrastructure and border restrictions as significant deterrents to trade expansion. In response, the African Development Bank has proposed an integrated network of functional roads for the subcontinent. Drawing on new econometric results, the authors quantify the trade-expansion potential and costs of such a network. They use spatial network analysis techniques to identify a network of primary roads connecting all Sub-Saharan capitals and other cities with populations over 500,000. The authors estimate current overland trade flows in the network using econometrically-estimated gravity model parameters, road transport quality indicators, actual road distances, and estimates of economic scale for cities in the network. Then they simulate the effect of feasible continental upgrading by setting network transport quality at a level that is functional, but less highly developed than existing roads in countries like South Africa and Botswana. The authors assess the costs of upgrading with econometric evidence from a large World Bank database of road project costs in Africa. Using a standard approach to forecast error estimation, they derive a range of potential benefits and costs. Their baseline results indicate that continental network upgrading would expand overland trade by about $250 billion over 15 years, with major direct and indirect benefits for the rural poor. Financing the program would require about $20 billion for initial upgrading and $1 billion annually for maintenance. The authors conclude with a discussion of supporting institutional arrangements and the potential cost of implementing them.

Book excerpt: In the past, Road Funds have been criticized as inconsistent with effective expenditure control, as distorting the allocation of public sector resources, and as incompatible with efficient management of government resources. This paper considers whether there is a case for a more benevolent view of the new “second generation” dedicated Road Funds, which have emerged in recent years. The paper concludes that, where a Road Fund pursues a genuine purchasing agency approach, then in principle it can be an efficient means of delivering road maintenance and, perhaps road capital expenditures. But a formidable list of institutional and financial requirements would have to be satisfied for a dedicated Road Fund to be appropriate. These conditions are more likely to be satisfied in developed economies, with efficient budgetary systems already in place. In many developing countries, the better solution may be to reform overall budget institutions, procedures and practices. But if the institutional and financial requirements for an efficient fund can be met, a Road Fund may be appropriate. The question is just how often the right conditions will arise.

The object of this book is to show the nature and the constraints of the commercialization of agriculture in one of the world's major problem areas, Sub-Saharan Africa. Agricultural commercialization started here centuries ago, albeit in small, pockets. It expanded sharply during the colonial period when the sub-continent became integrated into the world's economy. After independence the nature of this integration did not structurally change and the basic characteristics o agricultural commercialization remained unaltered. After an analysis of this process during the colonial period, the study focuses on post-colonial government policies and on spatial variation in the commercialization of Africa's agriculture. Differences in environmental and socio-economic conditions, production performance and government policy are dealt with on two geographical scales: in the fist at the level of macro-regions and individual countries, and the second, by means of case studies at the regional, village and project level. Thee field-work based studies each centre on a specific aspect of commercialization process in a wide variety of countries, viz Swaziland, Sudan, Botswana, Ivory Coast, Mali and Kenya. The final part of the book relates the subject of commercialization and rural development to Africa's present agricultural crisis.
