To realize an improvement in air quality and safety, however, diligent enforcement and fitting punishment have to be implemented. This may put a strain on already tight resources and manpower for state and local agencies. To this end, this paper presents a license plate recognition (LPR) technology based heavy vehicle speed enforcement system that requires relatively minimal initial investment and no increase in enforcement personnel, cruisers, or pursue/pull-over activities. The efficiency of the system is achieved by catching speeding trucks in the act and then enforcing the law at weigh stations, which all trucks, with few exceptions, are required to enter. The configuration of the system for the Knoxville, TN study site is presented. Strategic placement of LPR units on I-40 and I-75 enables the speed tracking and enforcement process. Identified trucks are checked against the CVEIW national database for additional inspection, enforcement, and citation activities.

A License Plate Recognition (LPR) System is one kind of an Intelligent Transport monitoring System and is of considerable interest because of its potential applications in highway electronic toll collection and traffic monitoring systems. This type of applications puts high demands on the reliability of an LPR System. A lot of work has been done regarding LPR systems for Korean, Chinese, European and US license plates that generated many commercial products. However, little work has been done for Indian license plate recognition systems. The purpose of this thesis was to develop a real time application which recognizes license plates from cars at a gate, for example at the entrance of a parking area or a border crossing. The system, based on regular PC with video camera, catches video frames which include a visible car license plate and processes them. Once a license plate is detected, its digits are recognized, displayed on the User Interface or checked against a database. The focus is on the design of algorithms used for extracting the license plate from a single image, isolating the characters of the plate and identifying the individual characters. The proposed system has been implemented using Vision Assistant 7,1 and LabVIEW 7,1. The performance of the system has been investigated on real images of about 100 vehicles. The recognition of about 98% vehicles shows that the system is quite efficient.

License Plate Recognition is used increasingly nowadays for automatic toll collection, maintaining traffic activities and law enforcement. Many techniques have been proposed for plate detection, each having its own advantages and disadvantages. The basic step in License Plate Detection is localization of number plate. The approach mentioned in this project is a histogram based approach. This approach has an advantage of being simple and thus faster. Initially, license plate localization is implemented using MATLAB and verified for its functionality. Once the functionality is verified, the algorithm is implemented on EVM320DM6437 Texas Instrument (TI) Digital Video Development Starter Kit (DVDSK). By implementing this algorithm on a kit, we eliminate need of computers and thus think of portable implementation of such application. In this approach, a digital camera is used to capture video and feed it to the kit. The kit processes each frame individually and provides the co-ordinates of location with maximum probability of having a number plate. Later, this information is used for recognizing actual number of the license plate. The plate detection algorithm is implemented in C, compiled and debugged using Code Composer Studio (CCS), an IDE provided by TI. Successful demonstrations were given by downloading the algorithm onto TI's EVM320DM6437 DVDSK.

Book excerpt: License plate recognition (LPR) technology has been widely applied in many different transportation applications such as enforcement, vehicle monitoring and access control. In most applications involving enforcement (e.g. cashless toll collection, congestion charging) and access control (e.g. car parking) a plate is recognized at one location (or checkpoint) and compared against a list of authorized vehicles. In this research I dealt with applications where a vehicle is detected at two locations and there is no list of reference for vehicle identification. There seems to be very little effort in the past to exploit all information generated by LPR systems. In nowadays, LPR machines have the ability to recognize most characters on the vehicle plates even under harsh practical conditions. Therefore, although the equipment is not perfect in terms of plate reading, it is still possible to judge with certain confidence if a pair of imperfect readings, in the form of sequenced characters (strings), most likely belongs to the same vehicle. The challenge here is to design a matching procedure in order to decide whether or not they originated from the same vehicle. In view of the aforementioned problem, this research intended to design and assess a matching procedure that takes advantage of a similarity measure called edit distance (ED) between two strings. The ED measures the minimum editing cost to convert a string to another. The study first attempted to assess a simple case of a dual LPR setup using the traditional ED formulation with 0 or 1 cost assignments (i.e. 0 if a pair-wise character is the same, and 1 otherwise). For this dual setup, this research has further proposed a symbol-based weight function using a probabilistic approach having as input parameters the conditional probability matrix of character association. As a result, this new formulation outperformed the original ED formulation. Lastly, the research sought to incorporate the passage time information into the procedure. With this, the performance of the matching procedure improved considerably resulting in a high positive matching rate and much lower (less than 2%) false matching rate.

This feature of the algorithm mentioned above helped in achieving faster character recognition of the license plate. This process of character recognition consists of steps like Image processing, Defragmentation, Resizing and Character localization that are required to be performed on the image in order for Template Matching to be done. The final goal of the project was to simulate these algorithms initially on Microsoft Visual Studio using Open CV libraries. Once this was established, the design was transferred on the TI's video development platform DM6437 DVDP for testing and performance analysis. The earlier mentioned algorithmic steps were written in C programming language and demonstration of the project was successfully presented on the TI's DSP board EVM320DM6437.

Book excerpt: The Vehicle and Operator Services Agency (VOSA) has increased the number of dangerous commercial vehicles that it removes from the roads from 28,900 in 2007-08 to 36,500 in 2008-09, but the Agency could make better use of its resources and the effectiveness of its roadside checks is constrained. VOSA relies heavily on roadside checks to enforce regulations, carrying out around 252,000 checks in 2008-9. VOSA's approach is more effective in targeting vehicles which do not comply with roadworthiness regulations but most accidents are caused by driver performance and driver behaviour. The police are responsible for enforcing road traffic laws and dealing with breaches but the Agency could use roadside checks and operator visits to educate drivers and operators about road safety. It does not have a comprehensive education programme for operators or drivers. The effectiveness of VOSA's roadside checks is constrained. Some stopping sites are no longer at strategically important locations owing to changes in the road network over time. Sites can also be rendered inoperable by local roadworks or diversions. The Agency's delegated powers to stop vehicles are provided inconsistently across Britain. The Agency's ability to target risky commercial vehicles entering the UK is limited by a lack of access to ship manifest and other information held by Government and because VOSA cannot always inspect incoming vehicles at ports. Not all sanctions can be deployed effectively against foreign drivers and the Agency has no direct power to impose sanctions on foreign operators.

The focus is on the design of algorithms used for extracting the license plate from a single image, isolating the characters of the plate and identifying the individual characters. The performance of the system has been investigated on real images of about 221 vehicles. 78% of total plates were successfully extracted using the uniform-illumination module and 85% after using non-uniform illumination module. 83% is the success rate for Segmentation step and 72% for recognition.
