Available in PDF, EPUB and Kindle. Book excerpt: This study was conducted for the US Department of Energy (DOE) by Pacific Northwest National Laboratory (PNNL). DOE operates the Building Standards and Guidelines Program (BSGP) to increase the effectiveness of building energy codes, standards, and guidelines. The main purpose of this report is to lay the groundwork for conducting an overall evaluation of the program and its effectiveness. Another purpose of this report is to summarize an extensive set of relevant evaluations and provide a building efficiency and program evaluation information resource for program designers, managers, and evaluators. This study presents information from 119 evaluations that have been conducted of both utility and code programs related to energy efficiency in new residential and commercial buildings. The authors used the information in these evaluations to identify major themes and lessons learned from utility and code programs. They also used the information to gain insights into appropriate evaluation methodologies and establish guidelines for designing future evaluations and an evaluation of the BSGP. The report presents general lessons about evaluating programs that have implications for future evaluations included the following. The evaluations provided the basis for developing an effective evaluation approach for residential building energy-efficiency codes and other energy-efficiency programs and other insights for conducting commercial building program evaluations. The findings for conducting effective evaluations are categorized by steps in the evaluation process.

To accomplish this, NEEA made accessible a set of best practices, tools and resources which utilities, Bonneville Power Administration and Energy Trust of Oregon can tap into in order to affect improved commercial building operations. In this report, the research team (Navigant and subcontractor Cadeo) conducted a characterization of the market, assessed the NEEA-developed Spark tool -- a web-based tool designed to assess the potential value of efficiency project in buildings, and reviewed the effectiveness of retrofit efforts in demonstration projects. Findings from this research include: awareness of energy efficiency as a source of economic value exists within the commercial marketplace, however practice lags awareness; the Spark tool proved useful in general, but will require some fine-tuning; initial assessment of demonstration sites realized economic benefits from energy efficiency renewal efforts.

Book excerpt: The United States is responsible for nearly one-fifth of the world's energy consumption. Population growth, and the associated growth in housing, commercial floor space, transportation, goods, and services is expected to cause a 0.7 percent annual increase in energy demand for the foreseeable future. The energy used by the commercial and residential sectors represents approximately 40 percent of the nation's total energy consumption, and the share of these two sectors is expected to increase in the future. The Commercial Buildings Energy Consumption Survey (CBECS) and Residential Energy Consumption Survey (RECS) are two major surveys conducted by the Energy Information Administration. The surveys are the most relevant sources of data available to researchers and policy makers on energy consumption in the commercial and residential sectors. Many of the design decisions and operational procedures for the CBECS and RECS were developed in the 1970s and 1980s, and resource limitations during much of the time since then have prevented EIA from making significant changes to the data collections. Effective Tracking of Building Energy Use makes recommendations for redesigning the surveys based on a review of evolving data user needs and an assessment of new developments in relevant survey methods.
