L'opinion occidentale reste gorgée de stéréotypes sur le pouvoir et l'État en Afrique, en particulier quant au rôle privilégié que la corruption et le tribalisme sont censés jouer au sud du Sahara. Certes, les Africains parlent eux-mêmes à ce propos de "politique du ventre". Mais l'expression renvoie, aussi bien qu'aux nécessités de la survie et de l'accumulation, à des représentations culturelles complexes, notamment celles du monde de l'"invisible", de la sorcellerie. En d'autres termes, la "politique du ventre" témoigne d'une trajectoire africaine du pouvoir qu'il faut comprendre à la lumière de la longue durée. L'analyse des groupes sociaux qui se disputent l'Etat post-colonial et des différents scénarios qui ont prévalu depuis la proclamation des indépendances permet d'avancer des hypothèses neuves sur la formation d'une classe dominante, sur la dépendance des sociétés africaines vis-à-vis de leur environnement international, sur la place déterminante en leur sein des stratégies individuelles et des modes populaires d'action politique, sur l'importance des réseaux d'influence et des terroirs historiques dans le déroulement des conflits, sur la récurrence des conduites - souvent religieuses - de dissidence sociale, sur l'émergence de cultures politiques originales. En définitive, cet essai de sociologie historique de l'État propose une lecture à la fois provocante et nuancée de ce qu'il est convenu de nommer "le développement". Il ouvre aussi la voie à une réflexion plus générale sur l'invention du politique dans les sociétés d'Afrique et d'Asie.

Following the historical perspective, this book moves to post-1994 Rwanda to examine the factors that have led to the nations continuing development with a special focus on the concept of positive autonomy. Positive autonomy, as defined in this work, has three defining characteristics; first, the ability of a country to pursue its own internally driven policy choices, especially in the face of international opposition but not necessarily in the face of opposition; second, the "ownership" of a community over policy developments that affect them, i.e. their involvement in the administration of the policy; third, the ability of a country to reject policy propositions from the outside. Positive autonomy is meant to convey the highest levels of political autonomy historically enjoyed only by the most wealthy and powerful states.
