Book excerpt: Recent advances in observational and theoretical efforts in understanding the nature of cataclysmic variables had reached such maturity that there existed a strong, shared feeling among the workers in this field that an international colloquium sponsored by the International Astronomical Union would be timely. To be more specific, this was due primarily to the accumulation of the new data from satellite observatories, such as the International Ultraviolet Observatory (IUE) and EXOSAT, as well as ground-based optical and radio telescopes, and the advances in modeling the putative accretion disks and the thermo-nuclear run-away phenomena in the vinicity of the white dwarf stars in cataclysmic variables. A series of workshops on this subject held in North America over the past several years and that held in Europe in 1985 had all contributed to the advances in our knowledge that led to IAU Colloguium No. 93, held in Bamberg from the 16th to 19th of June 1986. In all, 157 astronomers from 27 countries participated in this conference. Judging from the papers presented, both invited and contributed, and from the enthusiasm seen in discussions, the meeting was indeed a success.

Book excerpt: The book starts with a review of the established facts on the numerical simulations of binary neutron star mergers and simulations of short GRB jets that highlights the issues that need to be revised and further clarified, as the need to understand how the relativistic outflow was launched, what the initial structure of the outflow is, and how it evolved through its interaction with the binary ejecta. Constraints on a local population of faint short duration GRBs are then provided in light of the GW170817/GRB 170817A event at d~40 Mpc by considering statistical limits on a d < 200 Mpc population. Using past and current GRB detectors, results suggest that GRB 170817A-like events are likely to be rare in existing short GRB catalogues and, if binary neutron star merger rates are at the high end of current estimates, then at most a few percent will be accompanied by detectable gamma-ray flashes in the forthcoming LIGO/Virgo science runs. Indirect information on the nature of short GRBs can be obtained from their host galaxy. The host galaxies of most short GRBs are found to be star-forming, but an important fraction, ∼1/5, are elliptical with negligible star formation. Short bursts often occur at very large off-sets from their hosts, in regions where there is little or no underlying host light. These results provide evidence of progenitors associated with merger of compact object binaries with kick velocities of a few tens of km/s and merger times of ∼1 Gyr. The last two issues of the book tackle the physics of the short GRB radiative processes. Interestingly, it was already noted in the past that the prompt emission for short GRBs and the initial 2 s of long-duration GRBs show similarity in the low energy photon index. This result has been further confirmed using a larger sample of Fermi Gamma-ray burst monitor data. In particular, it has been found that for 25% of GRBs, the photon index is shallower than −2/3, challenging the standard synchrotron emission scenario. The extent up to which the reverse shock component is detectable for short GRBs in radio wavelengths is analyzed. Results show that early, radio bright reverse shock is expected in many cases, but more rapid follow-up observational campaigns are required in order to test these predictions.

Book excerpt: Unaccompanied minor migrants are underage migrants, who for various reasons leave their country and are separated from their parents or legal/customary guardians. Some of them live entirely by themselves, while others join their relatives or other adults in a foreign country. The concept of the best interests of a child is widely applied in international, national legal documents and several guidelines and often pertains to unaccompanied minor migrants given that they are separated from parents, who are not able to exercise their basic parental responsibilities. This book takes an in-depth look at the issues surrounding the best interests of the child in relation to unaccompanied minor migrants drawing on social, legal and political sciences in order to understand children’s rights not only as a matter of positive law but mainly as a social practice depending on personal biographies, community histories and social relations of power. The book tackles the interpretation of the rights of the child and the best interests principle in the case of unaccompanied minor migrants in Europe at political, legal and practical levels. In its first part the book considers theoretical aspects of children’s rights and the best interests of the child in relation to unaccompanied minor migrants. Adopting a critical approach to the implementation of the Convention of Rights of a Child authors nevertheless confirm its relevance for protecting minor migrants’ rights in practice. Authors deconstruct power relations residing within the discourses of children’s rights and best interests, demonstrating that these rights are constructed and decided upon by those in power who make decisions on behalf of those who do not possess authority. Authors further on explore normative and methodological aspects of Article 3 of the Convention on the Rights of a Child and its relevance for asylum and migration legislation. The second part of the book goes on to examine the actual legal framework related to unaccompanied minor migrants and implementation of children’s’ rights and their best interests in the reception, protection, asylum and return procedures. The case studies are based on from the empirical research, on interviews with key experts and unaccompanied minor migrants in Austria, France, Slovenia and United Kingdom. Examining age assessment procedures, unaccompanied minors’ survivals strategies and their everyday life in reception centres the contributors point to the discrepancy between the states’ obligations to take the best interest of the child into account when dealing with unaccompanied minor migrants, and the lack of formal procedures of best interest determination in practice. The chapters expose weaknesses and failures of institutionalized systems in selected European countries in dealing with unaccompanied children and young people on the move.
