Available in PDF, EPUB and Kindle. Book excerpt: This book brings together a broad range of approaches and methodologies relevant to international comparative vocational education and training (VET). Revealing how youth in transition is affected by economic crises, it provides essential insights into the strengths and weaknesses of the various systems and prospects of VET in contexts ranging from North America to Europe, (e.g. Spain, Germany or the UK) to Asia (such as China, Thailand and India). Though each country examined in this volume is affected by the economic crisis in a different way, the effects are especially apparent for the young generation. In many countries the youth unemployment rate is still very high and the job perspectives for young people are often limited at best. The contributions in this volume demonstrate that VET alone cannot solve these problems, but can be used to support a smooth transition from school to work. If the quality of VET is high and the status and job expectations are good, VET can help to fill the skills gap, especially at the intermediate skill level. Furthermore, VET can also offer a realistic alternative to the university track for young people in many countries.

Examining the implementation of vocational education and training programmes, the author assesses various internal and external enabling factors that can help foster youth employment. In doing so, the author presents a solid base for robust and evidence-informed practice and policy making for vocational training programmes, analysing such themes as employability skills, the labour market, and work-integrated learning. It also emphasises the importance of stakeholders taking into account the enabling and disabling environments found in a given local, regional or national context. It will be of interest to scholars of vocational training programmes in Sub-Saharan Africa and elsewhere, as well as of youth poverty and unemployment. Celestin Mayombe is a senior lecturer in the School of Professional Studies in Education, at North-West University, South Africa. He researches primarily in youth unemployment and poverty, and is active in the sphere of community engagement.

Book excerpt: Intended as a planning and implementation aid for European political decision makers and organizers of projects that train and employ disadvantaged young people, this document consists of three sections. The first section systematically elaborates on major planning areas (objectives, pedagogy, integration into employment, staff qualifications, and funding) and includes flowcharts showing various planning stages. The second section consists of a description and analysis of existing innovative approaches to the training and employment of disadvantaged young people. Within that section, the following aspects of the European Community and the innovative approaches are discussed: (1) background information, such as labor market trends and the limits of government; (2) principal functions and basic structures of the innovative projects, including those used to motivate the disadvantaged youth; (3) pedagogical and didactic methods used; and (4) the importance of creating new jobs in which the youth can be employed. The third section contains the appropriate forms of goal-oriented training, the appropriate strategies for integrating the youth into local employment, a set of qualifications for the ideal staff, and the forms of support that are essential. The appendix contains a list of participants who provided the guide's information, project descriptions, and a list of organizational resources and contacts. (CML)

Available in PDF, EPUB and Kindle. Book excerpt: This book addresses the question of how to build and upgrade job relevant skills. Specifically, the authors focus on three types of training programs relevant for individuals who are leaving formal general schooling or are already in the labor market: pre-employment technical and vocational education and training (TVET); on-the-job training (OJT); and training-related active labor market programs (ALMPs). ALMPs are usually of shorter duration and target individuals who are seeking a second chance and who do not have access to TVET or OJT; these are often low-skilled unemployed or informal workers. Contrary to training-related ALMPs, pre-employment TVET is usually offered within the formal schooling track and tends to be administered by the ministries of education. The book discusses the main justifications for these programs and how they relate to market failures that can lead to underinvestment in training and misalignment between supply and demand for skills. Unfortunately, governments are also prone to failure and many of the programs that countries have adopted today are part of the problem and not the solution. This book proposes options to improve the design and implementation of current skills development systems. Clearly, the authors cannot cover all issues in detail. Training methods among TVET, OJT, and ALMP programs are quite different, ranging from classroom instruction, laboratory research, TVET workshops, and apprenticeship arrangements and internships in firms. All have different challenges and specificities. The report highlights the most important design features of the different programs and points to the main knowledge gaps and areas for future research and analysis. The book is organized into five chapters. Following this overview, chapter two introduces the policy framework that guides the analysis in the book. This framework describes the main market and government failures that require attention and identifies potential interventions to address them. Chapter's three to five then discuss the main challenges facing, respectively, TVET, OJT, and training-related ALMP programs and outlines recommendations to address them. The rest of this overview summarizes the main messages from each of the chapters and in the last section outlines the main knowledge gaps and proposes an agenda for future research and policy analysis.

Book excerpt: All European countries are facing a lack of skilled workforce and a rather high rate of youth unemployment rate. Often the qualification of the young talents does not match the actual needs of the labour market. One possibility too better align the qualifications to the real needs of the companies is to apply a work-based learning method like the dual system from Germany. It provides a high level of training on the spot, in the company. The publication sums up experiences of introducing the dual vocational training system in Hungary, Lithuania and Poland, including curricula and evaluation reports. The book puts an emphasis on vocational training in the Baltic Sea Region and shares also experiences of VET from other, non-EU countries like Russia.
