Book excerpt: Transportation conformity is required under the Clean Air Act (CAA) Section 176(c) to ensure that Federally-supported transportation activities are consistent with (“conform to”) the purpose of a State Implementation Plan (SIP). Transportation conformity establishes the framework for improving air quality to protect public health and the environment. Conformity to the purpose of the SIP means Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) funding and approvals are given to highway and transit activities that will not cause new air quality violations, worsen existing air quality violations, or delay timely attainment of the relevant air quality standard, or any interim milestone. This Guide was prepared to help State and local officials understand transportation conformity and how conformity requirements relate to transportation investments in their communities. Specifically, the implications of conformity on metropolitan transportation plans, transportation improvement programs (TIPs), and transportation projects are discussed. The Guide provides overview information on the major elements of the conformity process and provides answers to basic questions. Several exhibits are included in the Guide to illustrate key elements of the conformity process. Appendices are also included that discuss the health effects of pollutants, options to reduce on-road mobile source emissions, and resource agency contacts.

Book Synopsis Transportation Institutional Considerations of NEPA (National Environmental Policy Act) Implementation by :
Download or read book Transportation Institutional Considerations of NEPA (National Environmental Policy Act) Implementation written by and published by . This book was released on 1990 with total page 13 pages. Available in PDF, EPUB and Kindle. Book excerpt: The US Department of Energy's Transportation Management Division (TMD) is considering the need for additional environmental analysis of radioactive material transportation to meet the National Environmental Policy Act (NEPA) requirements and support needed for preparation of NEPA documentation. This overview was prepared to provide background material on institutional requirements and support needed preparation of NEPA documentation. The Transportation Institutional Program can and should be responsive to the public interest and regulatory requirements through the NEPA process. Public involvement, particularly through the NEPA scoping process, is a key means of identifying transportation issues that must be addressed. The TMD Institutional Program is responsible for establishing and maintaining relationships with the public to resolve these issues. The NEPA process calls for various forms of public involvement at different points. Continuing safe technical performance and the ability to demonstrate fast, open, and competent response to problems will be vitally important to program credibility. Public confidence is also created by drawing them into the program and offering them a sense of meaningful participation in the decisions about transportation that most closely impact their lives. 4 refs.

Book excerpt: Implementation of the National Environmental Policy Act (NEPA) of 1969 (US Department of the Interior Regulation) (DOI) (2018 Edition) The Law Library presents the complete text of the Implementation of the National Environmental Policy Act (NEPA) of 1969 (US Department of the Interior Regulation) (DOI) (2018 Edition). Updated as of May 29, 2018 The Department of the Interior (Department) is amending its regulations by adding a new part to codify its procedures for implementing the National Environmental Policy Act (NEPA), which are currently located in chapters 1-6 of Part 516 of the Departmental Manual (DM). This rule contains Departmental policies and procedures for compliance with NEPA, Executive Order (E.O.) 11514, E.O. 13352 and the Council on Environmental Quality's (CEQ) regulations (40 CFR Parts 1500-1508). Department officials will use this rule in conjunction with and supplementary to these authorities. The Department believes that codifying the procedures in regulations that are consistent with NEPA and the CEQ regulations will provide greater visibility to that which was previously contained in the DM and enhance cooperative conservation by highlighting opportunities for public engagement and input in the NEPA process. This book contains: - The complete text of the Implementation of the National Environmental Policy Act (NEPA) of 1969 (US Department of the Interior Regulation) (DOI) (2018 Edition) - A table of contents with the page number of each section

It includes examples that demonstrate how NEPA can be efficiently integrated with other processes such as ISO 14001, P2, and Adaptive Management. It provides proven tools, techniques, and approaches for streamlining NEPA and environmental planning strategies that reduce the potential for controversy and criticism. It is the first text that covers recent changes to NEPA and the new CEQ guidance expected to be issued.
Book Synopsis Navigating Multi-agency NEPA Processes to Advance Multimodal Transportation Projects by : Donald J. Emerson
Download or read book Navigating Multi-agency NEPA Processes to Advance Multimodal Transportation Projects written by Donald J. Emerson and published by . This book was released on 2016 with total page 140 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report analyzes approaches taken by state departments of transportation (DOTs), their local partners, and other project sponsors to satisfy National Environmental Policy Act (NEPA) requirements for transportation projects involving more than one mode. Specific objectives of the research were to: 1) characterize the challenges inherent in satisfying the NEPA requirements of multiple U.S. DOT agencies; 2) identify strategies and tactics that state and local transportation agencies have used to overcome these challenges; and 3) suggest new and innovative strategies that can be applied by state and local transportation agencies in future multimodal NEPA processes. Twelve case studies illustrate successful practices and provide examples of institutional arrangements used to comply with NEPA requirements for two or more U.S. DOT agencies. The case studies demonstrated that there is no single best way to approach the NEPA process for multimodal situations. Success may depend more on the willingness and motivation of the agencies to work together, to find common ground, and to work around differing processes, and less upon a specific organizational structure. An effective interagency approach depends on how well the project sponsor and other agencies are able to work together and bridge their procedural differences.
