Adam Malka raises this disturbing possibility through a gripping look at the origins of modern policing in the influential hub of Baltimore during and after slavery's final decades. He argues that America's new professional police forces and prisons were developed to expand, not curb, the reach of white vigilantes, and are best understood as a uniformed wing of the gangs that controlled free black people by branding them—and treating them—as criminals. The post–Civil War triumph of liberal ideals thus also marked a triumph of an institutionalized belief in black criminality. Mass incarceration may be a recent phenomenon, but the problems that undergird the "new Jim Crow" are very, very old. As Malka makes clear, a real reckoning with this national calamity requires not easy reforms but a deeper, more radical effort to overcome the racial legacies encoded into the very DNA of our police institutions.

Seth Rockman considers this diverse workforce, exploring how race, sex, nativity, and legal status determined the economic opportunities and vulnerabilities of working families in the early republic. In the era of Frederick Douglass, Baltimore's distinctive economy featured many slaves who earned wages and white workers who performed backbreaking labor. By focusing his study on this boomtown, Rockman reassesses the roles of race and region and rewrites the history of class and capitalism in the United States during this time. Rockman describes the material experiences of low-wage workers—how they found work, translated labor into food, fuel, and rent, and navigated underground economies and social welfare systems. He also explores what happened if they failed to find work or lost their jobs. Rockman argues that the American working class emerged from the everyday struggles of these low-wage workers. Their labor was indispensable to the early republic’s market revolution, and it was central to the transformation of the United States into the wealthiest society in the Western world. Rockman’s research includes construction site payrolls, employment advertisements, almshouse records, court petitions, and the nation’s first “living wage” campaign. These rich accounts of day laborers and domestic servants illuminate the history of early republic capitalism and its consequences for working families.

Book excerpt: In nineteenth-century America, the belief that blacks and whites could not live in social harmony and political equality in the same country led to a movement to relocate African Americans to Liberia, a West African colony established by the United States government and the American Colonization Society in 1822. In The Price of Liberty, Claude Clegg accounts for 2,030 North Carolina blacks who left the state and took up residence in Liberia between 1825 and 1893. By examining both the American and African sides of this experience, Clegg produces a textured account of an important chapter in the historical evolution of the Atlantic world. For almost a century, Liberian emigration connected African Americans to the broader cultures, commerce, communication networks, and epidemiological patterns of the Afro-Atlantic region. But for many individuals, dreams of a Pan-African utopia in Liberia were tempered by complicated relationships with the Africans, whom they dispossessed of land. Liberia soon became a politically unstable mix of newcomers, indigenous peoples, and "recaptured" Africans from westbound slave ships. Ultimately, Clegg argues, in the process of forging the world's second black-ruled republic, the emigrants constructed a settler society marred by many of the same exclusionary, oppressive characteristics common to modern colonial regimes.
