This volume outlines a new agenda for the study of advocacy organizations, proposing a model of NGOs as collective actors that seek to fulfil normative concerns and instrumental incentives, face collective action problems, and compete as well as collaborate with other advocacy actors. The analogy of the firm is a useful way of studying advocacy actors because individuals, via advocacy NGOs, make choices which are analytically similar to those that shareholders make in the context of firms. The authors view advocacy NGOs as special types of firms that make strategic choices in policy markets which, along with creating public goods, support organizational survival, visibility, and growth. Advocacy NGOs' strategy can therefore be understood as a response to opportunities to supply distinct advocacy products to well-defined constituencies, as well as a response to normative or principled concerns.

It is based on the author’s European Protest and Coercion Data, which won the Comparative Politics Section of American Political Science Association award for the best data set in 2007. The data is supplemented by historical investigations as well as other research. The volume is divided into six chapters. The introduction covers the theory of collective action in its many manifestations as well as the process of drawing out theoretical implications. The second chapter goes to the core of the mobilization issues, especially with regard to the role of leadership, which is inextricably linked to mobilization. The third chapter applies the concept of adaptation to the development of more productive tactics that promote mobilization in support of a public good and minimize the possibility of repression. In chapter four, five spatial hypotheses based on rationality and formal theories are developed and the role of time in protests is addressed. The fifth chapter focuses on the fundamental problems of terror with evidence from the Basque region of Spain and France from Ireland against the Provisional Irish Republican Army. The final chapter surveys the empirical evidence and summarizes the support of collective action theory. Testing collective action theory implications with empirical evidence will appeal to political scientists, sociologists, economists and researchers concerned with mobilization.

Book excerpt: In light of a thriving interest in social media's ability to enhance various forms of political and organizational communication, a survey of 169 representatives from 53 national advocacy/activist groups operating in the United States was conducted to assess the extent to which these groups perceive and use social media as tools for facilitating civic engagement and collective action. Quantitative results reveal that all groups are using a variety of social media technologies to communicate with citizens almost every day. Facebook is the outlet of choice, followed closely by Twitter. Email remains popular with some groups emailing 8 million members each week. Qualitative results suggest that groups believe that social media can facilitate civic engagement and collective action by strengthening outreach efforts, enabling engaging feedback loops, increasing speed of communication and by being cost-effective. While some groups raised doubts about social media's ability to overcome the limitations of weak ties and generational gaps, an overwhelming majority of groups see social media as essential to contemporary advocacy work and social movements, and laud its democratizing function.

Varied scholarly approaches to social advocacy over the past four decades have tended to highlight skilled actors who craft rhetorical appeals and pursue resources and opportunities strategically to win their ends. Lichterman argues that this approach presents a thin view of culture and oversimplifies action as a product of collective actors whose speech and action do not vary by setting. In this study of housing advocacy, he turns the analytic lens away from the actors to the social settings and the cultural contexts of unfolding action, which allows him to develop a more precise explanation of success and failure. Lichterman draws on four years of ethnographic research on four campaigns, three coalitions, and twelve organizations that took up affordable housing, homelessness, and related problems in Los Angeles. The author follows how the actors' identities, claims and strategies unfold in specific settings as they promote new legislation, oppose gentrification, build affordable housing, and pursue health and environmental issues alongside housing problems.
