Book excerpt: Backed by a range of studies finding only limited propensity for free riding when communities have an interest in self provision, the last few decades have seen a surge of interest in community based development amongst international organizations. A major caveat to the 'second wave' of collective action studies, however, is that collective action will often break down under hierarchical social relationships. This is unfortunate news for rural societies in developing countries, as these are often entrenched in patron-client networks. And while studies of collective action under clientelism are in short supply, the few that exist are generally pessimistic. This paper argues, however, that clientelist relations are highly context-specific, which matters a great deal for their implications for collective action. Making use of a natural experiment in rural Punjab, Pakistan, the paper finds that the unequal relationship between landlords and peasants does not, in and by itself, block peasant collective action. Rather, it is the interaction between clientelism and isolation that allow patrons to block community based projects. Despite still relying on powerful landlords, peasants in connected villages face no such constraints. On the contrary, their patrons assisted them in their collective endeavours, making the hierarchical network an added resource for peasants to rely upon.

The article argues that clientelism goes beyond the exchange of votes and may permeate organizations with the capacity for collective action such as labour unions. This merger gives rise to a clientelist-collective system that changes both patron-client relations and the context of collective action with important implications for the design of economic policy. As evidence from Greece shows, patrons in government are better off avoiding reforms that deprive their client groups of collective and personal benefits (clientelist bias in policy-making). Labour unions infiltrated by party clients have weak autonomy from the patron party but, operating inside the party network, they can effectively safeguard their access to club goods. Interdependent preferences and organizational linkages between the patron party and its client organizations favour collaboration and co-optation over open confrontation in policy-making processes.

Drawing on extensive fieldwork in rural India, Kruks-Wisner demonstrates that claim-making is possible in settings (poor and remote) and among people (the lower classes and castes) where much democratic theory would be unlikely to predict it. In Development in Multiple Dimensions, Alexander Lee examines the origins of success and failure in the public services of developing countries. Comparing states within India, this study examines how elites either control, or are shut out of, policy decisions and how the interests of these elites influence public policy. He shows that social inequalities are not single but multiple, creating groups of competing elites with divergent policy interests. Since the power of these elites varies, states do not necessarily focus on the same priorities: some focus on infrastructure, others on social services, and still others on both or neither. The author develops his ideas through quantitative comparisons and case studies focusing on four northern Indian states: Gujarat, West Bengal, Bihar, and Himachal Pradesh, each of which represents different types of political economy and has a different set of powerful caste groups. The evidence indicates that regional variation in India is a consequence of social differences, and the impact of these differences on carefully considered distributional strategies, rather than differences in ideology, geography, or institutions.
