Book excerpt: Nahuatl Nations is a linguistic ethnography that explores the political relations between those Indigenous communities of Mexico that speak the Nahuatl language and the Mexican Nation that claims it as an important national symbol. Author Magnus Pharao Hansen studies how this relation has been shaped by history and how it plays out today in Indigenous Nahua towns, regions, and educational institutions, and in the Mexican diaspora. He argues that Indigenous languages are likely to remain vital as long as they used as languages of political community, and they also protect the community's sovereignty by functioning as a barrier that restricts access to the participation for outsiders. Semiotic sovereignty therefore becomes a key concept for understanding how Indigenous communities can maintain both their political and linguistic vitality. While the Mexican Nation seeks to expropriate Indigenous semiotic resources in order to improve its brand on an international marketplace, Indigenous communities may employ them in resistance to state domination.

Book excerpt: Social spending is a powerful tool to reduce poverty, achieve higher equality and better life conditions for the inhabitants of a country. In "Social Expenditure in Central America, Panama and the Dominican Republic: 2007-2013", a characterization of the different variables that have taken social expenditure to its current position is performed. During the economic crisis period, many governments of the region confront this situation with an increase in social expenditures. However, part of the increase was centered on inflexible items, particularly wages, which facilitated the increase in fiscal deficits and, consequently, on public debt. Thus, after the financial crisis, the fiscal situation has reduced governments' buffers to respond to economic shocks, which imply that we need to examine the fiscal policy given its rigidity, the scarcity of public resources and the institutional contract. The study of wage bill increases provides more information related to the causes of this dynamic, and allow us to offer recommendations to improve spending management without threatening public finances. A better use of resources could contribute to define a more efficient and equitable agenda for the countries in the region. Finally, something that was not deeply explored, as of today, is the institutional complexity and how this could facilitate, or hinder, the government's ability to express its fiscal policy, including the effectiveness in the use of public resources.

The case of Ecuador is especially interesting, as Ecuadorian sociology oscillated between theoretical debates—some of them out of time—and a constant search for ways of applying them to the local reality. In the decades after its formal creation in 1915, early academic sociology in Ecuador worked creatively with already outdated theories around positivism and organicism to understand the indigenous population's position, the regional fragmentation, and the formation of a coherent nation-state in Ecuador. After a short attempt of installing a more technical sociology in the 1960s, those topics were taken up and re-read by Marxist-inspired critical sociology after the 1970s, leading to the nation-wide institutionalization of one particular tradition that could connect to continental debates.
