The Commission was asked to report on the economic and environmental potential offered by energy efficiency improvements. The Commission found that the potential for making energy efficiency improvements, for energy users to save money, and for governments to efficiently intervene to address market failures, appeared to be modest. There was a case for governments to address information failures, particularly in consumer markets. The Commission favours 'light-handed' regulatory responses and information provision where possible. The final report provides a number of recommendations on existing and proposed energy efficiency policies. It argues that programs under Stage One of the National Framework for Energy Efficiency should only be expanded after the net social benefits have been established. The Commission recommends that there should be an independent evaluation of building energy efficiency standards and that local governments should not create variations in these standards. The Commission also recommends that future minimum energy performance standards for appliances be more comprehensively assessed. The Commission recommends against implementing a National energy efficiency target to address greenhouse gas abatement. It argues that it has serious disadvantages compared to other more directly-targeted policy options. Any increased investment in energy efficiency, could be at the expense of economic efficiency.

Book excerpt: Outrigger systems are rigid horizontal structures designed to improve a building’s stability and strength by connecting the building core or spine to distant columns, much in the way an outrigger can prevent a canoe from overturning. Outriggers have been used in tall, narrow buildings for nearly 500 years, but the basic design principle dates back centuries. In the 1980s, as buildings grew taller and more ambitious, outrigger systems eclipsed tubular frames as the most popular structural approach for supertall buildings. Designers embraced properly proportioned core-and-outrigger schemes as a method to offer far more perimeter flexibility and openness for tall buildings than the perimeter moment or braced frames and bundled tubes that preceded them. However, the outrigger system is not listed as a seismic lateral load-resisting system in any code, and design parameters are not available, despite the increasingly frequent use of the concept. The Council on Tall Buildings and Urban Habitat’s Outrigger Working Group has addressed the pressing need for design guidelines for outrigger systems with this guide, a comprehensive overview of the use of outriggers in skyscrapers. This guide offers detailed recommendations for analysis of outriggers within the lateral load-resisting systems of tall buildings, for recognizing and addressing effects on building behavior and for practical design solutions. It also highlights concerns specific to the outrigger structural system such as differential column shortening and construction sequence impacts. Several project examples are explored in depth, illustrating the role of outrigger systems in tall building designs and providing ideas for future projects. The guide details the impact of outrigger systems on tall building designs, and demonstrates ways in which the technology is continuously advancing to improve the efficiency and stability of tall buildings around the world.

Thus, a heat pump system is considered to be a machine system that can use energies efficiently, as is the load leveling air-conditioning system utilizing unutilized energies at high levels. Adaptations of gas turbines for industrial, utility, and marine-propulsion applications have long been accepted as means for generating power with high efficiency and ease of maintenance. Cogeneration with gas turbine is frequently defined as the sequential production of useful thermal energy and shaft power from a single energy source. For applications that generate electricity, the power can either be used internally or supplied to the utility grid. This Special Issue intends to provide an overviews of the existing knowledge related with various aspects of “Small-Scale Energy Systems with Gas Turbines and Heat Pumps”, and contributions on, but not limited to the following subjects were encouraged: wake of stator vane to improve sealing effectiveness; gas turbine cycle with external combustion chamber for prosumer and distributed energy systems; computational simulation of gas turbine engine operating with different blends of biodiesel; experimental methodology and facility for the engine performance and emissions evaluation using jet and biodiesel blends; experimental analysis of an air heat pump for heating service; hybrid fuel cell-Brayton cycle for combined heat and power; design analysis of micro gas turbines in closed cycles. Seven papers were published in the Special Issue out of a total of 12 submitted.
