Book excerpt: This volume summarizes a series of studies undertaken to better understand the current socioeconomic context of the Northern and Eastern provinces in Sri Lanka. Nearly a decade after the end of the Sri Lankan civil war, the Northern and Eastern provinces lag in key social and economic measures. The study was made up of six background studies focused on (i) the provincial economies and economic structures of the North and East; (ii) labor force dynamics; (iii) demographic changes and impacts on vulnerability; (iv) the psychosocial needs of the local population; (v) community and social institutions; and (vi) livelihood trends and impacts of the war on productive assets. These studies were informed by both primary data collection, as well as secondary data sources and literature. The key findings from the assessment show that significant public investments in the Northern and Eastern provinces have resulted in growth and convergence between these provinces and the rest of the country. However, pockets of poverty and deprivation remain across these provinces, and the economic base of the region has yet to fully recover from the impacts of the civil war. Social vulnerabilities were persistent across the Northern and Eastern provinces, and were closely linked with poverty rates. With the demographic impacts of the war, vulnerabilities for women are growing in the region. There was a high rate of psychosocial needs recorded, and evidence that the social fabric has not been fully restored since the war. Citizen engagement, trust, and accountability remain important priorities, alongside economic revival, job creation, and restoring the social fabric and local institutions.

Little research has been undertaken on displacement and forced migration since the end of the war, and so this book provides new insight into the intersections between externally and internally displaced people and notions of home in relation to gender, age, caste and class. It excavates the roots of the problem of not being able to return due to combinations of uncertainty, unemployment, and the loss of people and property. The author shows that notions of ‘home’ vary considerably depending on multiple variables, and this is particularly pronounced between the different generations. The book also confronts how the migration from Sri Lanka over the border to India has brought on discernible changes to the lives of women in particular, in transforming their identities in multiple re-invented cultural manifestations, and cultivating a new kind of attachment towards their new homes. Interdisciplinary in tenor, this book will be of interest to scholars in development studies with a focus on South Asia, as well as graduate students and researchers in the fields of migration, conflict studies, Sri Lanka studies, and sociology. However, the bigger question of national importance is what Sri Lanka’s climate will look like in 50 or 100 years and how prepared the country is to face such changes. This report reviews the status of climate change (CC) research/activities in Sri Lanka in terms of observed and projected climatic changes, their impacts on water resources and agriculture, CC mitigation and adaptation, and research needs. The study also developed a pilot level CC Vulnerability Index, which was subsequently mapped at district level. The maps indicate that typical farming districts such as Nuwara Eliya, Badulla, Moneragala, Ratnapura and Anuradhapura are the most vulnerable to CC due to their heavy reliance on primary agriculture.

With the expansion of the international regime of human rights, minority groups have reconceptualised their struggle with the understanding that a minority which is linguistically, religiously or ethnically distinctive is entitled to self-determination if their aspirations cannot be met. This book explores the relationship between minority rights, self-determination and secession within international law, by contextualising these issues in a detailed case study of the rise of Tamil separatism in Sri Lanka. Welhengama and Pillay show how Tamil communalism hardened into secession and assess whether the Sri Lankan government has met its obligations with respect to the right to self-determination short of secession. Focusing on the legal and human rights arguments for secession by the Tamil community of the North and East of Sri Lanka, the book demonstrates how the language of international law and international human rights played a major role in the development of the arguments for secession. Through a close examination of the case of the Tamil’s secessionist movement the book presents valuable insights into why modern nation states find themselves threatened by separatist claims and bids for independence based on ethnicity.
