Book excerpt: This book, the 32nd volume in the Canada Among Nations series, looks to the wide array of foreign policy challenges, choices and priorities that Canada confronts in relations with the US where the line between international and domestic affairs is increasingly blurred. In the context of the Canada-US relationship, this blurring is manifest as a cooperative effort by officials to manage aspects of the relationship in which bilateral institutional cooperation goes on largely unnoticed. Chapters in this volume focus on longstanding issues reflecting some degree of Canada-US coordination, if not integration, such as trade, the environment and energy. Other chapters focus on emerging issues such as drug policies, energy, corruption and immigration within the context of these institutional arrangements.

Available in PDF, EPUB and Kindle. Book excerpt: This volume explores the political impact of journalistic discourse on international -- and especially Canadian/American -- relations. In so doing, it provides a comparative analysis of American and international press accounts of selected Canadian/American issues such as free trade, cruise missile testing, and acid rain. The intention of the book is to enhance understanding of the political significance of journalists' interpretations of Canadian/American affairs, although the communication perspective and method of news analysis of the book are appropriate for the study of the United States' news-mediated relations with other countries. This study also examines the way people negotiate news-mediated political discourse and how that communication process can influence international affairs.

Available in PDF, EPUB and Kindle. Book excerpt: The combined efforts of the World Peace Foundation, the C. D. Howe Research Institute, and the Centre Québécois de Relations Internationales have culminated in a comprehensive three-volume study of critical U.S.-Canadian resource issues. Motivated initially by the tensions of the mid-1970s and by U.S. concern about the actions of its major non-energy resource supplier, Canada, the study grew to examine bilateral resource issues from a long-term perspective. The first volume traces the background of the U.S.-Canadian resource connection, analyzes the evolution of resource policies and processes in the two countries, and introduces the domestic and bilateral policy issues that have emerged regarding natural resource development and trade. Contributors examine the possibility that Canada might seek to exploit its resource position by taking actions detrimental to U.S. interests. Volume II, Patterns and Trends in Resource Supplies and Policies, presents detailed case studies of nine specific resources of interest to both countries. Volume III, Perspectives, Prospects, and Policy Options, examines the resource sector from the perspectives of corporate investors, workers, and environmentalists and concludes with a review of policy options and prospects for the bilateral relationship.

Book excerpt: For more than a century, energy and its procurement have been central to the U.S. position as a world power. How can U.S. relations with established producer nations ensure the stability of energy supplies? How can non-OPEC resources best be brought to the international marketplace? And what are the risks to international security of growing global reliance on imported oil? n Energy and Security: Toward a New Foreign Policy Strategy, Jan H. Kalicki and David L. Goldwyn bring together the topmost foreign policy and energy experts and leaders to examine these issues, as well as how the U.S. can mitigate the risks and dangers of continued energy dependence through a new strategic approach to foreign policy that integrates both U.S. energy and national security interests. Book excerpt: The National Strategy for Critical Infrastructure and supporting Action Plan establish a collaborative federal, provincial, territorial and critical infrastructure sector approach that will be used to strengthen critical infrastructure resiliency. To keep pace with the rapidly evolving risk environment, a key element of the national approach is an Action Plan that builds on the central themes of the National Strategy : sustainable partnerships with federal, provincial and territorial governments and critical infrastructure sectors; improved information sharing and protection; and a commitment to all-hazards risk management. ... This Plan sets out action items in the areas of partnerships, risk management and information sharing. Given the range, complexity and linked nature of these action items, a critical path is also detailed.

Book excerpt: No two nations have exchanged natural resources, produced transborder environmental agreements, or cooperatively altered ecosystems on the same scale as Canada and the United States. Environmental and energy diplomacy have profoundly shaped both countries’ economies, politics, and landscapes for over 150 years. Natural Allies looks at the history of US-Canada relations through an environmental lens. From fisheries in the late nineteenth century to oil pipelines in the twenty-first century, Daniel Macfarlane recounts the scores of transborder environmental and energy arrangements made between the two nations. Many became global precedents that influenced international environmental law, governance, and politics, including the Boundary Waters Treaty, the Trail Smelter case, hydroelectric megaprojects, and the Great Lakes Water Quality Agreements. In addition to water, fish, wood, minerals, and myriad other resources, Natural Allies details the history of the continental energy relationship – from electricity to uranium to fossil fuels –showing how Canada became vital to American strategic interests and, along with the United States, a major international energy power and petro-state. Environmental and energy relations facilitated the integration and prosperity of Canada and the United States but also made these countries responsible for the current climate crisis and other unsustainable forms of ecological degradation. Looking to the future, Natural Allies argues that the concept of national security must be widened to include natural security – a commitment to public, national, and international safety from environmental harms, especially those caused by human actions.

Available in PDF, EPUB and Kindle. Book excerpt: Between 1920 and 1933 the issue of prohibition proved to be the greatest challenge to Canada-U.S. relations. When the United States adopted national prohibition in 1920—ironically, just as Canada was abandoning its own national and provincial experiments with prohibition—U.S. tourists and dollars promptly headed north and Canadian liquor went south. Despite repeated efforts, Americans were unable to secure Canadian assistance in enforcing American prohibition laws until 1930. Bootleggers and Borders explores the important but surprisingly overlooked Canada-U.S. relationship in the Pacific Northwest during Prohibition. Stephen T. Moore maintains that the reason Prohibition created such an intractable problem lies not with the relationship between Ottawa and Washington DC but with everyday operations experienced at the border level, where foreign relations are conducted according to different methods and rules and are informed by different assumptions, identities, and cultural values. Through an exploration of border relations in the Pacific Northwest, Bootleggers and Borders offers insight into not only the Canada-U.S. relationship but also the subtle but important differences in the tactics Canadians and Americans employed when confronted with similar problems. Ultimately, British Columbia’s method of addressing temperance provided the United States with a model that would become central to its abandonment and replacement of Prohibition.

Available in PDF, EPUB and Kindle. Book excerpt: It is no longer sufficient to examine discrete nation-states in isolation from each other. In Politics in North America: Redefining Continental Relations, prominent authors from Canada, the United States, and Mexico explore the politics of redefining the institutional, economic, geographic, and cultural boundaries of North America. The contributors argue that the study of politics in the twenty-first century requires simultaneous attention to all levels (local, national, and international) as well as, increasingly, to continents. This argument is explored through the historical and contemporary social and political forces that have created competing visions of what it means to belong to a North American political community. In this process, new debates emerge in the book concerning the appropriate role for the state, as well as the meaning of sovereignty, democracy, and rights.
