Book excerpt: Energy, water and land are scarce resources, critical to humans. Developments in each affect the availability and cost of the others, and consequently human prosperity. Measures to limit greenhouse gas concentrations will inevitably exact dramatic changes on energy and land systems and in turn alter the character, magnitude and geographic distribution of human claims on water resources. We employ the Global Change Assessment Model (GCAM), an integrated assessment model to explore the interactions of energy, land and water systems in the context of alternative policies to limit climate change to three alternative levels: 2.5 Wm-2 (445 ppm CO2-e), 3.5 Wm-2 (535 ppm CO2-e) and 4.5 Wm-2 (645 ppm CO2-e). We explore the effects of two alternative land-use emissions mitigation policy options--one which taxes terrestrial carbon emissions equally with fossil fuel and industrial emissions, and an alternative which only taxes fossil fuel and industrial emissions but places no penalty on land-use change emissions. We find that increasing populations and economic growth could be anticipated to almost triple demand for water for agricultural systems across the century even in the absence of climate policy. In general policies to mitigate climate change increase agricultural demands for water still further, though the largest changes occur in the second half of the century, under both policy regimes. The two policies examined profoundly affected both the sources and magnitudes of the increase in irrigation water demands. The largest increases in agricultural irrigation water demand occurred in scenarios where only fossil fuel emissions were priced (but not land-use change emission) and were primarily driven by rapid expansion in bioenergy production. In these scenarios water demands were large relative to present-day total available water, calling into question whether it would be physically possible to produce the associated biomass energy. We explored the potential of improved water delivery and irrigation system efficiencies. These could potentially reduce demands substantially. However, overall demands remained high under our fossil-fuel-only tax policy. In contrast, when all carbon was priced, increases in agricultural water demands were smaller than under the fossil-fuel-only policy and were driven primarily by increased demands for water by non-biomass crops such as rice. Finally we estimate the geospatial pattern of water demands and find that regions such as China, India and other countries in south and east Asia might be expected to experience greatest increases in water demands.

Book excerpt: Social, economic and environmental systems in water-scarce New Mexico and throughout the arid southwest are vulnerable to disruptions in water supplies that are likely to accompany future climate changes. With a particular focus on potential economic consequences for New Mexico, this study uses a hydro-economic model of the Rio Grande watershed to integrate plausible changes in climate with hydrologic responses and water demands within a framework that optimizes water-use allocations for the greatest economic benefit. The study uses three climate change scenarios across two future time periods selected to represent the range of effects indicated by the outputs across eighteen global climate models (GCMs) using the SRES A1B emissions scenario. These six climate change scenarios were then used to model runoff changes using the WATBAL hydrologic model (Yates, 1996), which integrates climate and hydrologic variables, and to change water demand parameters in the hydro-economic model. Primary findings confirm that ecosystems are at greatest risk in New Mexico, followed by agricultural water users, as water is increasingly transferred to maintain urban and industrial users, whose economic productivity is greater. While total annual economic losses are estimated in the vicinity of $300 million, under severe climate changes, where runoff is reduced by nearly 30%, both economic and non-economic losses are likely to be significantly higher. This is due primarily to the effects of some strongly optimistic model assumptions, e.g., assuming no conflicts over water rights or water transfers, and to several significant and valuable omissions in the analysis, e.g., the environmental and social services that agriculture and the environment provide.

However, most research linking global change and food systems examines the impact of climate change on agricultural production, or the impact of agriculture on land use, pollution and biodiversity, overlooking interactions with other aspects of the food system – such as food processing, packaging, transportation and consumption and employment derived from these activities. This book demonstrates that new threats to food security which arise from environmental change require more than simply a focus on agricultural practices – what is needed is an integrated food system approach. The authors point out that the process of adapting food systems to global environmental change is not simply a search for technological solutions to increase agricultural yields. Tradeoffs across multiple scales among food system outcomes are a prevalent feature of globalized food systems. Within food systems, there are key underexplored areas that are both sensitive to environmental change and crucial to understanding its implications for food security and adaptation strategies. The authors assert that technical prescriptions alone will not efficiently manage the food security challenge. This book is their contribution to a new paradigm, which addresses food systems holistically by engaging researchers in multiple disciplines to understand the causes and drivers of vulnerability.

The risks of climate change to agriculture cannot be eff ectively dealt with--and the opportunities cannot be eff ectively exploited--without a clear plan for aligning agricultural policies with climate change, developing the capabilities of key agricultural institutions, and investing in infrastructure, support services, and on-farm improvements. Developing such a plan ideally involves a combination of high-quality quantitative analysis; consultation with key stakeholders, particularly farmers and local agricultural experts; and investments in both human and physical capital. The diverse experiences of Albania, the former Yugoslav Republic of Macedonia, Moldova, and Uzbekistan, highlighted in this book, show that it is possible to develop a plan to meet these objectives--one that is comprehensive and empirically driven as well as consultative and quick to develop. The approach of this volume is predicated on strong country ownership and participation, and is defi ned by its emphasis on "win-win" or "no regrets" solutions to the multiple challenges posed by climate change for the farmers of Eastern Europe and Central Asia. The solutions are measures that increase resilience to future climate change, boost current productivity despite the greater climate variability already occurring, and limit greenhouse gas emissions--also known as "climate-smart agriculture." Book excerpt: With climate change, Egypt’s already arid climate will face even higher temperatures and lower rainfall over key agricultural areas, requiring further urgent adaptation investments. Data from three general circulation models of climate were used to better understand the likely effects of climate changes on Egypt’s agricultural sector. The findings show largely adverse biophysical effects of climate change by 2050. Compared to a no-climate change scenario, yields for food crops are projected to decline by over 10 percent by 2050 due to higher temperatures and water stress as well as increased salinity of irrigation water. The highest biophysical yield declines are estimated for maize, sugar crops, and fruits and vegetables. Moreover, due to the country’s dependence on food imports, Egypt is not only affected by climate change impacts at home, but also by impacts in other food producing countries. Climate change-induced increases in food prices will reduce Egypt’s food import demand, while also dampening demand for Egypt’s exports. The implications for Egypt are tighter food markets with both reduced domestic production and increased difficulties to import food making it more difficult to augment domestic food supplies. This situation suggests the need for investments in climate change adaptation in the agriculture sector. Global cooperation to mitigate greenhouse gas emissions is also warranted given the high cost to Egypt’s society from adverse climate change impacts worldwide.
