The first part of the research investigated the impact of energy prices on inventive activity focusing on the energy sector. The purpose was to improve our understanding of the determinants of inventive activity and to examine a number of hypotheses and specifications of the relationship. The second part incorporated the theoretical specifications and empirical results of the first part into the DICE integrated assessment models of climate change. This resulted in a revised model, known as the ''R & DICE model, '' and the major results are forthcoming in Grubler, Nakicenovic, and Nordhaus (GNN), ''Induced Technological Change and the Environment, Resources for the Future'', Washington, D.C., 2002, in a chapter entitled, ''Modeling Induced Innovation in Climate-Change Policy.''

Drawing upon the hypothesis of induced innovation this research investigates whether spatial variations in climatic resource prompted the development of location-specific technologies that led to an increase rice productivity in Nepal. Using the country's district level time-series data (1991/92 and 2002/03), I examine whether districts with comparatively lower initial rice productivity levels have increased their rates of production relatively faster than those with higher initial productivity. Complementing this analysis with relevant case studies, I also investigate the extent to which Nepal's research establishments have provided farmers with technological options to alleviate climatic constraints in rice cultivation across the country's climatically diverse terrain.

The first chapter adopts a non-cooperative game theory model to investigate the relationship between adaptation technology and the formation of emission-reducing International Environmental Agreements (IEAs) on climate change. The main contribution to the literature consists of considering countries that are heterogeneous with respect to the benefits and costs of both mitigation of emissions and adaptation. While differences in climate vulnerability are a deterrent for cooperation, this chapter shows that increasing the effectiveness of adaptation in highly vulnerable countries can foster an IEA. Both free-riding on climate change mitigation efforts, and free-riding on adaptation technology among members of an IEA can be reduced by the transfer of adaptation technology within the IEA. A numerical example with parameters estimated from climate change data is employed to simulate stable coalitions and demonstrate how the transfer of adaptation technology reduces free-riding on an IEA. The second chapter examines the determinants of adaptive innovation aimed at reducing the impact of natural disasters, which are expected to intensify with climate change. Starting from a conceptual model combining perceived risk theory with innovators' profit motive, this study investigates the salience of innovation induced by natural disasters, using a unique dataset that includes related U.S. patent data, and flood, drought, and earthquake damage data for the years 1977 to 2005. To address the potential endogeneity of disaster damage, the control function approach is employed with instrumental variables constructed from disaster intensity measurements. The results show that impact-reducing innovations at the state level respond to national disaster damages in the U.S. In general, the impact of natural disasters is not localized to a state--that is, disaster damage in a state also stimulates innovations in more-distant states. This is in contrast with comparable existing cross-country evidence. The findings in this paper highlight a policy role for the federal government in more effectively spurring impact-reducing innovations nationwide. With the pressure of economic growth and the impact of climate change, water issues such as water shortage and pollution have substantial impacts on welfare and sustainability. Taking a view of innovation as adaptation to intensified water threats, the third chapter explores the impact of federal and state level regulatory changes with respect to drinking water quality, water pollution and water quantity in the U.S. on the level of relevant technological innovation. Based on a detailed review of relevant legislative acts, a unique dataset covering major amendments and additions to regulated contaminants lists is constructed to capture the changes of water governance in the U.S. in the past 30 years. In addition, technological patents pertaining to water quality and quantity are identified through a comprehensive search process. The empirical results show the impact of water regulations on innovation to be both statistically and economically significant.

Book excerpt: We explore the ability of unilateral climate policies to induce innovation and diffusion of technology and its impacts on carbon leakage. We consider both energy-saving and carbon-saving (end-of-pipe) technologies, such as carbon capture and storage. To do so, we combine a computable general equilibrium model of North-South trade with assumptions about R&D-based technological change to simulate counterfactual climate policies in the North. We model a carbon tax and a carbon tariff levied on imports from South to North. Both policies drive an increase in R&D in carbon-saving technologies which comes primarily at the expense of investment in other sectors. Carbon-saving technology allows the North to meet its carbon reduction target without abating as much fossil fuel use, leaving demand and international prices for fossil fuels closer to pre-policy levels. Reduced R&D in energy and energy-intensive sectors raises the cost of production in these sectors. Both effects mitigate carbon leakage in the South. Technology diffusion to the South has a modest effect on leakage under the carbon tax. It leads to somewhat larger reductions in leakage when the cap is paired with carbon tariffs, as the tariffs provide an incentive for the South to adopt carbon-saving technologies developed in the North.
